WHEREAS, the Mortgage contains a power of sale which by reason of said default, the Mortgagee declares to have become operative, and no suit or proceeding has been instituted at law to recover the debt secured by the Mortgage, or any part thereof, nor has any such suit or proceeding been instituted and the same discontinued; and

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules, notice is hereby given that a public hearing is scheduled regarding Questar Gas Company d/b/a Dominion Energy Wyoming’s (Dominion Energy or the Company) request for authority to increase its distribution rates and charges for natural gas services by $2.1 million per annum and a rate of return of 7.28%. The public hearing is set to commence on Tuesday, November 7, 2023 at 9:00 am., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

1. Dominion Energy is a division of Dominion Energy, Inc., a Virginia corporation engaged in the business of supplying energy services in 16 states, including natural gas services in Utah, Wyoming and Idaho. Dominion Energy is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37- 1-101(a)(vi)(D) and 37-2-112. Dominion Energy currently has approximately 28,110 customers in southwestern Wyoming, including customers residing in the cities of Rock Springs, Green River, Kemmerer, Diamondville and Evanston.

2. On March 1, 2023, Dominion Energy filed its Application requesting the Commission authorize the Company’s request to increase its distribution rates and charges for natural gas services by $2.1 million per annum, a return on equity of 10.3%, an overall rate of return of 7.28% and associated tariff amendments, effective January 1, 2024.

3. Wyoming Office of Consumer Advocate (OCA) filed a notice to intervene in this matter on March 2, 2023.

4. The effect of the proposed rate increase on typical Dominion Energy General Service customers who use 80 dekatherms per year will be an increase of $67 per year, or 6.5%.

Notice is hereby given, pursuant to Wyoming Statute Section 15-1-113, that the High Meadow Ranch Water District, will receive sealed bids for the construction of the HMR Water System Improvements Phase 3 project until 1:00 PM., Local Time, Tuesday November 14th 2023, for the following: 

Install approximately 15,100 LF of new 6" water distribution lines, connections to existing water transmission lines, miscellaneous appurtenances, flushing hydrants, service connections, water meters and road rehabilitation in Blocks 1-4 of the Barger Subdivision, Sublette County, Wyoming.

Bids must be in one sealed envelope with statement thereon "BID ENCLOSED, “HMR Water System Improvements Phase 3” and submitted to Jorgensen Associates, at 58 S. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.

Pursuant to W.S. 16-6-106, "preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state".

A mandatory Pre Bid Conference will be held at 10:00 AM., Local Time, Thursday, November 2nd, at the High Meadow Ranch Water District Well house 165 Sauk Trl, Boulder, WY 82923. The Town Council of the Town of Pinedale met in regular session on Monday, September 25, 2023, in the Town Hall conference room.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present:  Dean Loftus, Judi Boyce and Scott Kosiba. Tyler Swafford, absent; excused. Those in attendance included: KC Lehr, Sublette County Sheriff; Robert Galbreath, representing the Pinedale Roundup; Max Lockett; Peg Weber; Ed Wood, Town Attorney; Abram Pearce, Director of Public Works; and Chad Mitchell, Planning and Zoning Administrator. 

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Loftus to accept the agenda as published.  Seconded by Councilwoman Boyce.  Motion passed 4-0.

Motion by Councilwoman Boyce to approve the minutes of the September 11, 2023, regular Town Council meeting as presented. Seconded by Councilman Loftus. Motion passed 3-0-1; Councilman Kosiba abstained.

Ms. Weber stated her concerns about what type of restaurant may go on the old town hall lot, and requested a stop sign on South Fremont Avenue to slow speeding motorists.

Sheriff KC Lehr reported on calls for service for August 2023, and expressed his appreciation to the Department of Public Works for installing the radar speed signs.

Motion by Councilman Kosiba to approve the consent agenda items as published.  Seconded by Councilwoman Boyce.  Motion passed 4-0.  Consent agenda items approved were the purchase of soda ash from Brenntag Pacific, in an amount not to exceed $18,000; the purchase of front-end loader tires from the Tire Den, Inc., in an amount not to exceed $11,500; 2023 annual generator maintenance and inspections to Cummins Sales and Service, in the amount of $11,136; and the submission of a Wyoming Business Council grant for EV charging station signage.

Motion by Councilman Loftus to approve Musser Bros. Inc., as the auctioneer to conduct the sale of 210 West Pine Street on October 12, 2023.  Seconded by Councilwoman Boyce.  Motion passed 4-0.
