All bids will be evaluated pursuant to Wyoming State Statutes 16-6-102 Resident Contractors; 16-6-203, Resident Labor; and Wyoming State Statutes Chapter 16, Article 7 on Construction Contracts. In addition, pursuant to Wyoming State Statues 16-6-104, and 16-6-106, preference is hereby given to materials, supplies, equipment, machinery, and provisions produced, manufactured, supplied, or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.

The Town of Pinedale will sell the real property described as:
Lots One (1), Two (2), Three (3), Four (4) and Five (5), Block Four (4) of the Original Townsite of Pinedale, Sublette County, Wyoming as set out on the official map or that plat map recorded in the Office of the County Clerk of Sublette County, hereinafter referred to as the Property;
At public auction on the following terms:
A. The auction date and time shall be October 12, 2023, at 3 p.m. at the Pinedale Town Hall located at 205 Entertainment Lane, Pinedale, WY 82941. The auction shall be a descending or reverse auction. An opening price shall be set by the Town’s representative. After a period of one minute, the price shall be reduced by $10,000. The price will continue to be lowered in steps until a Bidder accepts the current price offered or the Town declares the auction ended. The Bidder that accepts the current price offered while the auction is still ongoing wins the auction and the right to purchase the Property at the price offered. Any dispute shall be resolved by the decision of the Town.
B. All persons or entities wishing to participate and bid must register with the Town no later than 4 p.m. on October 10, 2023, by presenting a completed registration form to the Town Clerk. Registration forms will be included in a related Informational Sale Packet which may be acquired at the Town Hall or by contacting the Town Clerk, Amy Sturman at:

C. Bidders must be physically present at the auction or represented by authorized agents. No electronic bids shall be accepted.
D. The successful Bidder must enter into a Contract for Sale within five (5) banking days of the auction date. The general form of the Contract for Sale will be included in the Informational Sale Packet.
E. The successful Bidder must tender a Cashier’s Check in the amount of $5,000 made payable to the Town within five minutes from the time the bid is announced as accepted by the Town. This amount will be applied to the purchase price if the transaction closes or refunded to the successful Bidder if the transaction does not close as allowed by the terms of the Contract for Sale described in Section D above, otherwise the amount shall be non-refundable and retained by the Town. If a successful Bidder does not tender the required Cashier’s Check within the required time limit, such bid shall be declared void and the bidding process shall be resumed.
F. The successful Bidder must deposit 5% of the bid amount, in addition to the $5,000 described in Section E above, with First American Title within ten (10) banking days of the auction date. This amount shall be an earnest money deposit under the terms of the Contract for Sale described in Section D above. If a successful Bidder does not tender the required 5% within the required time limit, the related bid shall be declared void and Town released from all obligations under the bidding process or the Contract for Sale described above.
G. Closing shall be at First American Title - Sublette County, Pinedale, Wyoming on or before 11/2/23.
H. The Town reserves the right to reject any and all bids, to disregard any irregularities in the bidding or sale process, to cancel the proposed sale prior to the sale date and time, to set a reserve minimum price, to terminate the auction at any time once the auction commences, and to resolve all questions of procedure or irregularity at its sole discretion.
I. The Property shall be conveyed subject to various deed restrictions on use. These restrictions are included in the Informational Sale Packet described in Section B above.

The Town Council of the Town of Pinedale met in regular session on Monday, August 28, 2023, in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Dean Loftus, and Scott Kosiba. Judi Boyce, absent; excused. Those in attendance included: Sheriff KC Lehr; Robert Galbreath, representing the Pinedale Roundup; Sylvia and Roberto Sandoval, representing the Mocroft Ranch; Tressa Barnes and Brian Woody, representing Union Wireless; Max Lockett; Ed Wood, Town Attorney; Abram Pearce, Director of Public Works; and Riley Wilson, Airport Manager. Attending virtually were Wes Werbelow and Rick Patton, representing Ardurra Group; and Brian Gray, representing Jorgensen Associates.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Loftus to accept the agenda as published. Seconded by Councilman Swafford. Motion passed 4-0.
Motion by Councilman Kosiba to approve the minutes of the August 14, 2023, regular Town Council meeting as presented. Seconded by Councilman Swafford. Motion passed 4-0.
Sheriff KC Lehr reported on calls for service for July 2023, and expressed his appreciation for the assistance given by airport staff regarding recent life flights.
Brian Woody and Tressa Barnes gave an update on the Union Wireless fiber installation.
Wes Werbelow and Rick Patton presented a summary of the process analyzing alternatives for the Airport Master Plan.
Motion by Councilman Swafford to approve the consent agenda items as published. Seconded by Councilman Loftus. Motion passed 4-0. Consent agenda items approved were a Temporary Use permit application for the Pinedale Half Marathon and waive the fees; the purchase of three radios from Rocky Mountain Communication Systems as part of the SIRS Agreement with Sublette County, not to exceed $3,000; and the contribution of 100LL AvGas to volunteer pilots giving kids plane rides during the September 9, 2023, Ralph Wenz Field Fly-in, in the amount of 20 gallons per pilot.
Motion by Councilman Kosiba to approve the Capital Construction Loan Agreement CCL20013 SU, Security Agreement, Financing and Certification Statement with the Wyoming State Loan and Investment Board, for the Ralph Wenz Field 20,000 Gallon Jet A Fuel Tank Installation Project, in the amount of $440,000. Seconded by Councilman Swafford. Motion passed 4-0.
Motion by Councilman Swafford to approve the award of the Ralph Wenz Field 20,000 Gallon Jet A Tank Installation Project to Bassco Services, Inc., in the amount of $397,716.57. Seconded by Councilman Loftus. Motion passed 4-0.
Motion by Councilman Swafford to approve the award of the Town of Pinedale Building Paint Project to Ben Davis Painting, Inc., in the amount of $31,209. Seconded by Councilman Kosiba. Motion passed 4-0.
Council reviewed monthly department reports from Municipal Court, Animal Control & Municipal Code Enforcement, Public Works, Water and Wastewater, Planning and Zoning, the Airport, and Travel & Tourism.
Motion by Councilman Loftus to approve Ordinance 706, on third read, an Ordinance of the Town of Pinedale, State of Wyoming, amending subsection 160-26 (C) (3) of Chapter 160 of the Pinedale Municipal Code. Seconded by Councilman Swafford. Motion passed 4-0.
Motion by Councilman Swafford to approve Resolution 2023-14, a Resolution authorizing loan transaction CCL23013 SU through the Wyoming State Loan and Investment Board. Seconded by Councilman Kosiba. Motion passed 4-0.
Motion by Councilman Swafford to approve Resolution 2023-15, a Resolution authorizing the sale of certain Town property and placing certain conditions thereon. Seconded by Councilman Kosiba. Motion passed 4-0.

Notice is hereby given that the Town of Pinedale is soliciting Statements of Qualifications for engineering services for the Shallow Water Main Replacement Project in Pinedale, Wyoming. The project is to provide engineering services for the evaluation, design, and construction of a water distribution system consisting of approximately 2,400 linear feet of water main, associated service lines, and reconstruction of disturbed surfaces.

To all persons, firms, or corporations who have any claim for any work being done, or any material furnished to, Titan Construction, LLC, 530 Canal Street, Pinedale, WY 82941 for the S. Nichols Street Waterline Project, Sublette County, Wyoming.
You are hereby notified that the Town of Big Piney has accepted final completion according to the Contract Documents and rules set forth in the contract between the Town of Big Piney and the aforesaid Contractor of the work in connection with the S. Nichols Street Waterline Project, and that said Contractor is entitled to final settlement thereof.
You are further notified that upon the first day of November, 2023, being the 41st day after the first publication of the notice, said the Town of Big Piney will pay Titan Construction, LLC. the full amount due under said contract; and in the event your claim is not filed with the Town of Big Piney prior to said first day of November, 2023, same shall be waived.
This notice is given pursuant to Section 16-6-116, Wyoming Statutes, 1982.
