PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding Rocky Mountain Power’s (RMP or the Company) Application for authority to implement a 3-Year Demand Side Management (DSM) plan. The public hearing is set to commence on Wednesday, September 23, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
RMP is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On March 26, 2020, RMP filed its Application seeking Commission authority to implement its 3-Year Plan for DSM plan and modify its Electric Service Schedule No. 191, including adjusting Category 1, 2 and 3 rates to .65 percent, 1.67 percent and 1.20 percent, respectively, with a January 1, 2021 effective date. On April 30, 2020, the Wyoming Industrial Energy Consumers (WIEC) intervened and requested a hearing.
RMP states its DSM plan outlines energy savings targets and budget estimates informed by its 2019 Integrated Resource Plan. RMP’s DSM also contains a Residential (Category 1) and Non-Residential (Categories 2 and 3) program strategy and potential offerings in support of the 3-Year Plan energy savings targets. The Company states it will continually monitor kilowatt-hour savings and budgets and will add, remove, and/or modify offerings and initiatives in order to administer cost-effective programs and reasonably manage the program within the approved kWh savings and budget targets.

NOTICE TO LAND OWNERS ADJACENT TO PINE CREEK NO.1
ENLARGEMENT OF THE LEE DITCH
31 August 2020 ~ Second Notice
Dear Land Owners:
The Pine Creek Canal No. 1 Enlargement of the Lee Ditch (AKA Lee Ditch), which runs through or is adjacent to your property, is owned by the Pine Creek Ditch Association. Included in this ownership is an easement on your property immediately adjacent to the ditch for the purposes of cleaning and maintaining the ditch. Some landowners do not understand that ditch rights extend beyond the banks of the ditch itself and construct improvements that encroach upon the easement area. This easement area extends for approximately fifty feet on each side of the bank of the ditch but may extend further where the ditch is above or on a slope. Excavation above or below the ditch which will endanger its integrity is not permissible even though such work may be more than fifty feet from the bank.
The Association does not permit encroachments onto its easement. If a landowner erects an improvement within the easement area that interferes with ditch access and cleaning, the Association must take legal action to force removal of that improvement. The Association prefers to be good neighbors and notify landowners to plan their developments such that there is no encroachment on the Lee Ditch easement.

As a reminder, removal of water by individuals without legal water rights from the ditch by various means (pumps, siphons, ditches and various pipes) is illegal. The Pine Creek Ditch Association asks you to voluntarily remove any such equipment from the ditch as soon as possible. The ditch rider will remove such conveyances if encountered.
SHELTER PARK RESIDENTS PLEASE NOTE: Pine Creek No. 1 Enlargement of the Lee Ditch is a separate entity from the Orcutt Ditch. Please check your water right documents to ascertain if you have legal authorization to remove water from the Lee Ditch that runs through or is adjacent to your land in Shelter Park. Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Stud Horse Butte 01-02 Central Facility (F029854) with the addition of production and equipment associated with two new wells, the SHB Curiosity 312-02-500H and 313-02-500H, with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NE1/4NE1/4 of Section 2, T29N, R108W, approximately thirteen (13) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 4025.0 tpy and a decrease in actual NOx emissions of 298.9 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 6.3 TPY from the baseline period and NOx emissions have decreased 2.9 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.
