WHEREAS NOTICE IS HERBY GIVEN that a default in the payment under the terms of a secured and perfected Note has occurred.  The Note is secured by a Mortgage dated November 21, 2018 and recorded on December 4, 2018 at REC # 396102 Book 232 Mtg, Page 697 in the records of Sublette County, Wyoming from Bernardo Avila and Celida L Avila, to Mortgage Electronic Registrations Systems, Inc., as nominee for The Federal Savings Bank for the amount of $227,500.00.  The Mortgage having been assigned to and now in possession of Arvest Central Mortgage Company, through an assignment recorded on June 18, 2019 at REC# 0398620 Book 236 MTG, Page 125 in the records of Sublette County, Wyoming.

WHEREAS the Mortgage contains a power of sale, which by reason of the default that has occurred, the Mortgagee has declared to become operative, and no suit or proceeding has been instituted to recover the debt secured by the Mortgage, or any part thereof, nor has any suit or proceeding instituted and the same discontinued and:

WHEREAS written Notice of Intent to Foreclose by Sale and Advertisement has been served upon the record owner and party in possession of the mortgaged premises at least ten (10) days prior to commencement of the publication, and the amount due upon the Mortgage at the date of first publication of this notice of sale being the total sum of $233,871.74 which consists of the unpaid principal balance of $227,245.08, outstanding charges, attorney fees, costs expected, accruing interest and late charges after the date of first publication of this notice.

WHEREAS this property being foreclosed upon may be subject to other liens and encumbrances that will not be extinguished at the sale and any prospective purchaser should research the status of title before submitting a bid.

NOW, THEREFORE Arvest Central Mortgage Company as Mortgagee, will have the Mortgage foreclosed as by law provided by having the mortgaged property sold at public venue by the Sheriff or Deputy Sheriff in and for Sublette County, Wyoming to the highest bidder for cash on August 9, 2019 at 10:00 AM at the front door of the Sublette County Courthouse located at Sublette County Courthouse, 21 South Tyler, P.O. STEEL JACK FENCE CONSTRUCTION

Notice is hereby given that the Wyoming Game and Fish Department, has accepted as complete, according to plans, specifications, and rules governing the same, the work performed under that certain Service Contract 05SC0407315 between the Wyoming Game and Fish Department, whose address is: 5400 Bishop Blvd., Cheyenne, WY 82006 and Urick Precision Construction whose address is: 45 North Ridge Drive, Cody, WY 82414 for the work performed, materials, equipment, or tools furnished or used and services rendered for the substantial completion of the Steel Jack Fence Construction Project at the Soda Lake Wildlife Habitat Management Area and the contractor is entitled to final settlement therefore; that the Wyoming Game and Fish Department will cause said Contractor to be paid the full amount due him under said contract on September 4, 2019.  The date of the first publication is July 26, 2019.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Stud Horse Butte 84-9 Central Facility (F022916) with the addition of production and equipment associated with three new wells, the Stud Horse Butte 9-4, 213-4A and 213-4B, with two reboiler overheads condensers, two flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NE1/4 of Section 9, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 3748.3 tpy and a decrease in actual NOx emissions of 243.7 tpy.  Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F022916 and permit number P0026006 under permits. Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Yellow Point 4-12 Central Facility (F012121) with the addition of production and equipment associated with twenty-eight wells, the Corona 1-11, 1-14, 1-14A, 2-11, 2-14, 7-11, 7-14, 8-11, 8-14, 17-11, 18-11, 18-14, 32-11, 32-14, 33-14, 35-14, 45-14, 47-11, 47-14, 48-14, 11a5, 11b2, 11g2, 11h3, 14a4, 14b4, 14g3 and Yellow Point 14-14, with two reboiler overheads condensers, two TEG flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4NW1/4 of Section 12, T28N, R109W, approximately twenty-one (21) miles southwest of Big Sandy, in Sublette County, Wyoming.  Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 123.3 TPY from the baseline period and NOx emissions have decreased 19.1 TPY from the baseline period.  These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.
