Notice is hereby given that Sublette County, Wyoming, has accepted work as completed according to the plans and specifications set forth in the Agreement between Sublette County and Avail Valley Construction-WY, LLC pursuant to the Project Manual for the Cottonwood Ryegrass (CR 23-117) Road Project and that Avail Valley Construction-WY, LLC is entitled to final settlement thereof.  On September 2, 2021, being the forty-first day after the first publication of this Notice, Sublette County will pay to Avail Valley Consruction-WY, LLC all amounts and balances due under said Agreement.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Stud Horse Butte 122-10 Central Facility (F018639) with the addition of production and equipment associated with twenty-nine wells, the Stud Horse Butte 19-10, 22-10, 23-10, 29-10, 32-10, 37-10, 38-10, 40-10, 44-10 45-10 63-10, 66-10, 78-10, 86-10, 87-10, 88x-10, 90-10, 98-10, 114x-10, 118-10, 124x-03, 125-03, 127-10, 213-10A, 213-10X, 10D5, 10E5, 10J5 and 10o5, with two reboiler overheads condensers, two TEG flash tank separators and two common smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks, truck loading and pneumatic pumps, located in the SW1/4SW1/4 of Section 10, T29N, R108W, approximately sixteen (16) miles southwest of Big Sandy, in Sublette County, Wyoming.  Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 15.6 TPY from the baseline period and NOx emissions have decreased 6.9 TPY from the baseline period.  These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC to modify Air Quality Permit P0023153 by reducing the total count of permitting generator engines from twelve (12) to ten (10) engines, increase the allowable annual hours of operation from 5,832 hrs/yr/engine to 8,760 hrs/yr/engine, increase the maximum site-rated horsepower for each generator engine from 121 hp to 150 hp, and add the description to allow the portable generator engines to be utilized as either electric heat trace pump drivers and/or ambient chiller drivers.  The ten (10) portable rich burn natural gas fired electric heat trace pump and/or ambient chiller driver generator engines no larger than 150 hp (ENG001-ENG010) will be operated at oil and gas well sites at various locations in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in NOx emissions of 328.4 tpy and a decrease in VOC emissions of 4,208.2 tpy.  Therefore, Jonah Energy LLC has met the offset requirements for NOx and VOC.
