Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by ChampionX LLC to modify Air Quality Permit P0023065 for the Boulder Facility to update the number of permitted storage tanks, chemical formulations, and potential-to-emit calculations.  The Boulder Facility is located at 40 S. James Fairbanks Lane, Boulder, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date, including this application, have resulted in a decrease in VOC emissions of 2.2 tpy.  Therefore, ChampionX LLC has met the offset requirements for NOx and VOC.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Stud Horse Butte 6-32 Central Facility (F015288) with the addition of production and equipment associated with five wells, the Stud Horse Butte 5-32, 25-32, 39-32, 41-32 and 43-32, with one reboiler overheads condenser, one TEG flash tank separator and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tanks, active produced water tanks and pneumatic pumps, located in the SE1/4NW1/4 of Section 32, T29N, R108W, approximately twenty (20) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 4029.9 tpy and a decrease in actual NOx emissions of 294.3 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

BE IT RESOLVED, by the Board of Directors of the Hoback Ranches Service and Improvement District, that it intends to order improvements to be paid for by special assessment, specified as follows:

1.  The improvements proposed are to repair and maintain roads and fences and allow for the protection of wildlife in the Hoback Ranches Service and Improvement District;

2.  The improvements proposed are extended to all properties within the District;

3.  The probable cost needed to fund the Hoback Ranches Service and Improvement District July 1, 2020 through June 30, 2021 budget will be determined and assessed by the County of Sublette;

4.  The assessment will be paid at the same time and in the same manner as Sublette County property taxes for 2020;

Notice is hereby given that a public hearing on the proposed budget for: Sublette County School District # 1 for the fiscal year ending June 30, 2021, which is now being considered by the Board of Trustees of Sublette County School District # 1, will be held in Pinedale, Wyoming on the 15th day of July, 2020 at Seven-thirty o’clock p.m. (7:30), at which time any and all persons interested may appear and be heard respecting such budget. 

In addition to the mandatory school levies, set by statue, the Board of Trustees will consider the levying of ½ (.5) mill for the Sublette B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a).  This mill rate was in effect during the 2019-2020 fiscal year and does not represent an increase in the tax rate for the ensuing 2020-2021 fiscal year.  The Board of Trustees will also consider the levying of one (1) mill for the purpose of recreational expenditures as permitted under Wyoming Statute 18-9-201.  This mill was in effect during the 2019-2020 fiscal year and does not represent an increase for the ensuing 2020-2021 fiscal year.

The Board of Trustees will also consider the levying of 0.126 mill for the Region V B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a).  During the 2019-2020 fiscal year the Board of Trustees levied 0.123 mill.  This represents an increase of $0.09 on a resident with a market value of $300,000 for the ensuing 2020-2021 fiscal year.

The Board of Trustees will also consider the levying of 0.164 mill for the Hot Springs Early Childhood B.O.C.E.S. as permitted under Wyoming Statute 21-20-109(a).  This mill was not in effect during the 2019-2020 fiscal year and represent an increase of $4.67 on a resident with a market value of $300,000 for the ensuing 2020-2021 fiscal year.

The hearing will be held in the School District’s Board Room in the Administration Building located at 665 North Tyler Ave., Pinedale, Wyoming.

Notice is hereby given that a public hearing on the proposed budget amendments for:

Sublette County School District # One for the fiscal year ending June 30, 2020, which is now being considered by the Board of Trustees of Sublette County School District # One, will be held in Pinedale, Wyoming on the 15th day of July, 2020, at seven-twenty-five o’clock p.m. (7:25), at which time any and all persons interested may appear and be heard respecting such budget amendments.  

Sublette County School District # One had higher than expected costs for School Lunch, Recreation Mill, and Health Insurance Trust Funds for the fiscal year ended June 30, 2020. 

The hearing will be held in the School District’s Board Room in the Administration Building located at 665 North Tyler Ave., Pinedale, Wyoming.
