02Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Stud Horse Butte 46-13 Central Facility (F023002) by removing the requirement to control truck loading emissions, with three smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the condensate tanks, active produced water tanks and pneumatic pumps, located in the NW1/4SE1/4 of Section 13, T29N, R108W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming. Jonah Energy LLC has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period. VOC emissions have decreased 12.8 TPY from the baseline period and NOx emissions have decreased 3.3 TPY from the baseline period. These reductions have been added to Jonah Energy LLC’s offset bank to use for future permitting actions.

PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO FREMONT LAKE
The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Game and Fish Department for State certification of U.S. Army Corps of Engineers (USACE) Regional General Permit 9202-06, for discharge of dredged or fill material to Fremont Lake near Pinedale, Wyoming. The purpose of the project is to rehabilitate the Upper Fremont Lake boat ramp. Fremont Lake is designated a Class 1 water where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules, which allows these discharges under certain circumstances. Proposed activities would result in permanent placement of approximately 88 cubic yards of fill. No wetlands will be impacted.

You are hereby notified that the Town of Pinedale has accepted final completion according to the Contract Documents and rules set forth in the contract between the Town of Pinedale and the aforesaid Contractor of the work in connection with the Dudley Key Sports Complex, and that said Contractor is entitled to final settlement thereof.
You are further notified that upon the twelfth day of August, 2021, being the 41st day after the first publication of the notice, said Town of Pinedale will pay Teletractors, Inc. the full amount due under said contract; and in the event your claim is not filed with the Town of Pinedale prior to said twelfth day of August, 2021, same shall be waived.

The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford (arriving at 5:40) , Judi Boyce, and Isaac Best. Absent excused, Dean Loftus. Council set a special meeting for the third read of Ordinance 685; Annual Budget Appropriation for June 18, 2021, at 3 p.m.
Lewis Gage stated concerns over the airport’s management.
Councilman Best reported that the Pinedale Fine Arts Council had extended the call for artist proposals for a sculpture in one of the Town’s bulb-outs on Pine Street.
Representatives from The SCCC, CDC, CLC, Main Street, MESA, Pinedale Preschool, Rendezvous Pointe, SAFV, PAC, and BOP presented their contract requests to the Council.
Motion by Councilman Swafford to approve the application for Non-Entitlement Unit Pass-through funds CFDA#21.0127. Seconded by Councilwoman Boyce. Motion passed 5-0.

Motion by Councilman Swafford to approve Contract Amendment No. 2 to Contract 212894 with the Wyoming Department of Health for continued participation in the COVID-19 Wastewater sampling program until December 31, 2021 for up to $25,000 in reimbursement. Director of Public Works, Abram Pearce, reported that two Statements of Intent were submitted to WYDOT for potential TAP Projects. A pre-bid site meeting was conducted in May with the Town of Pinedale, WYDOT District Engineer, WYDOT Resident Engineer, and WYDOT TAP representatives. Both projects were discussed. Project 1 is Phase III South Tyler Pathway and Project 2 is Pine Street Pedestrian Safety Project - Recommendation from TAP is to pursue in an Engineering/Design Format Only. Pre-application deadline is 6/31/2021 and application deadline is 7/15/2021.
Motion by Councilwoman Boyce to approve Change Order No. 1 to the Expand E. GA Apron Bid Package B project in the amount of $55,190 and revised substantial completion date of July 15, 2021, and Final Completion Date of July 30, 2021. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Swafford to approve the agreement with Rocky Mountain Power to provide three-phase electrical service to the Pinedale Airport for the Fuel Farm Facility for $27,075.44. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Best to approve the Mayor’s re-appointment of Jamie Burgess to the Pinedale Airport Board until June 30, 2024. Seconded by Councilman Swafford. Motion passed 5-0.

The Town Council of the Town of Pinedale met in special session on Friday, June 18, 2021 in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 3 p.m. Council members present: Tyler Swafford, Dean Loftus (3:10), Judi Boyce, and Isaac Best. Those in attendance included: Town Employees Amy Sturman, Anna Fabelina, and Abram Pearce. Shelly Sison, representing Meats and More attended via Google Meets.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to approve the agenda after changing the agenda order. Seconded by Councilwoman Boyce. Motion passed 4-0.
Motion by Councilwoman Boyce to approve the contract with Meats and More to operate the concessions at the Dudley Key Sports Complex after amending the language to remove exclusive food service in the event of a major event that requires additional service. Seconded by Councilman Best. Motion by Councilman Swafford to amend the motion to extend the contract dates until September 30, 2022. Seconded by Councilwoman Boyce. Motion as amended passed 5-0.
Motion by Councilwoman Boyce to exit regular session and enter executive session to discuss personnel and pending litigation. Seconded by Councilman Loftus. Motion passed 5-0.
Regular session resumed and staff returned.
Motion by Councilman Swafford to make annual salary changes effective July 1, 2021 as follows: Rudnick, $75,000; Sturman, $50,440; Tambourine, $48,500; Leniger, $50,400; Fabelina, $37,440; McMillen, $48,880. Seconded by Councilwoman Boyce. Motion passed 5-0.
