Sublette County School District # 1 in Pinedale, WY is seeking to replace intercom systems in the elementary, middle, and high schools, and administration buildings.  Bids will be received at the Sublette County School District # 1 Business Office located at 665 N. Tyler Ave., in Pinedale, WY 82941.

There will be a mandatory walk through at Administration Building 665 N. Tyler Ave., Pinedale July 30, 2019; 1:30 PM.

RESPONSES WILL BE OPENED 4:00 P.M., Wednesday August 28, 2019, in the Business Office.  LATE SUBMISSIONS WILL NOT BE ACCEPTED.

Request for Proposal criteria and specifications, construction drawings and details may be obtained from the District’s website at http://www.sub1.org/business-finance-89ce0f2d or by contacting the Business Office.  Questions pertaining to the project should be directed to Jeryl Fluckiger. The District shall not be responsible for any oral instructions. Any changes to the RFP will be in the form of an addendum, which will be furnished to all registered RFP holders.

All bids will be evaluated pursuant to Wyoming State Statutes 16-6-102 Resident Contractors; 16-6-203, Resident Labor; and Wyoming State Statutes Chapter 16, Article 7 on Construction Contracts.  In addition, pursuant to Wyoming State Statutes 16-6-104, and 16-6-106, preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.

The District reserves the right to waive irregularities and informalities in the bidding or in any bid, reject any or all bids without further obligation and to accept any bid deemed in the best interest of Sublette County School District # 1. The District does not bind itself in any way to accept the low bid.  All proposals will be evaluated as outlined in the bid documents.

The minutes of the prior meeting, May 7, 2019, were approved and ordered filed by motion of Commissioner Bousman, seconded by Commissioner Vickrey.  Motion carried.

Commissioner Bousman made a motion to approve the agenda with the following changes:  Shad Cooper moved to 10:00 A.M., remove broadband discussion, remove Sublette County Rural Health & Sublette Center announcement.  Commissioner Rawhouser seconded the motion.  Motion carried.

Caleb Hiner, Field Manager of Bureau of Land Management and Mike Henn, District Manager with Sublette County Conservation District, met with the Board to update on the temporary non-renewable A.U.M.S. Commissioner Bousman and Mike Henn, jointly presented a plaque to Caleb for his leadership and cooperative efforts with multiple agencies during his time with BLM.   

Billy Pape, Road & Bridge Superintendent, Mark Eatinger and Mike Jackson, with Rio Verde Engineering, met with the Board with an update on the proposed 2019 Sublette County Chip Seal Project.  Mark stated they received one bid for the project, coming from H-K Contractors, Inc. in the amount of $2,497,777.00.  Commissioner Bousman made a motion to accept the bid.  Commissioner Rawhouser seconded the motion.  Motion carried.

Mike Jackson updated the Board on the Skyline Rocks and other projects.

Jeremy Silcox, Director of the Van Vleck House, met with the Board to request annual funding of $45,000. 

Janet Montgomery, Clerk of District Court, met with the Board for approval of the Cooperative Agreement for Responsibilities Between the Wyoming Department of Family Child Support Enforcement and Sublette County Clerk of District Court.  Commissioner Noble made a motion to approve the Agreement, Commissioner Vickrey seconded.  Motion carried.

Shad Cooper, Fire Warden, met with the Board with a recommendation of accepting the bid from Heiman Fire Equipment for the Type VI Apparatus.  Commissioner Bousman made the motion to accept the bid in the amount of $177,504. Commissioner Rawhouser seconded the motion.  Motion carried.

Shad also presented an amended Mutual Aid agreement between Lincoln County and Sublette County.  Commissioner Rawhouser made a motion to accept the amended Agreement.  Commissioner Noble seconded the motion.  Motion carried.

Old Business:  Commissioner Rawhouser state he had attended meeting regarding the wildlife crossing and the project is moving forward.

Commissioner Bousman stated he had attended a workshop on a Forest Collaborative in Spokane and had attended the NACO Board meeting.

Commissioner Noble stated he attended the Wyoming Association of County Officers spring meeting in Cody.  He stated the broadband project is in the process of taking a different turn and will update as changes occur. 

Commissioner Vickrey stated he had attended the Nuisance Ordinance open house.  He had also attended a graduation ceremony at drug court.

Chairman Burnett stated he had attended an Air-Med meeting with the Sheriff, health care entities and EMS.  He stated the company has an interest in providing life flight insurance for citizens, fixed wing or helicopter.

Dennis Fornstrom, Planning and Zoning Administrator, met with the Board in reference to the following:  High Meadow Ranch Water District requesting a Conditional Use Permit and Variance for their property described as Lot 16, Bock 1, Barger Subdivision, and being located at 165 Sauk Trail, Boulder, WY.

The applications propose a Conditional Use Permit to construct a Public Water Distribution Facility with a Control Building, and Water Storage Tank.  Within the Sublette County Zoning and Development Regulations a Public Facility is allowed as a Conditional Use within the (RR)Rural Residential Zoning District.

The second application proposes a Variance to the allowable height restriction within the (RR) rural Residential Zoning district.  The Maximum Building Height in the R-R Zoning district is 30 foot, the proposed structure will be 37 foot in total height.

Commissioner Rawhouser made a motion to approve the Conditional Use and Variance with Resolution No. 19-100360B.  Commissioner Noble seconded the motion.  Motion carried.

In accordance with the public notice published in the Pinedale Roundup on May 10 & 17, 2019, a public hearing was held for the renewal of the following liquor licenses and permits: 

 It was moved by Commissioner Noble and seconded by Commissioner Vickrey to approve the renewal applications for the following Retail Liquor Licenses:  Green River Bar, Boulder Store & Pub, Elkhorn Trading Post, Lakeside Lodge, Daniel Junction, White Pine Ski Area & Resort, Kendall Valley Lodge, Half Moon Lake Lodge, and The Place.  The motion carried.

PUBLIC NOTICE

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing is scheduled regarding the Application of Rocky Mountain Power (RMP or the Company) for  authority to modify the avoided cost methodology and reduce the contract term of its Public Utility Regulatory Policies Act (PURPA) Power Purchase Agreements (PPA) with Qualifying Facilities (QFs).  The Office of Consumer Advocate, Rocky Mountain Coalition For Renewable Energy, Renewable Energy Coalition, Northern Laramie Range Alliance, Wyoming Industrial Energy Consumers, VK Clean Energy Partners, LLP and Two Rivers Wind, LLC, have intervened in this matter.  The public hearing is set to commence on Tuesday, July 9, 2019, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.

RMP is a public utility, as defined by Wyo. Stat. §37-1-101(a)(vi)(C), providing retail electric public utility service under certificates of public convenience and necessity issued by the Commission. RMP is subject to the Commission’s jurisdiction pursuant to Wyo. Stat. §37-2-112.

On November 2, 2018, the Company submitted an Application together with testimony and exhibits requesting authority to modify the avoided cost methodology and reduce the contract term of its PURPA PPAs with QFs.  Specifically, RMP requests the Commission issue an order: [i] approving a reduction of the maximum contract term of prospective PPAs with QFs under the PURPA of 1978 to seven years; [ii] modifying the Partial Displacement Differential Revenue Requirement methodology the Company uses to set avoided costs under Wyoming Schedule 38; [iii] to use the PDDRR to set rates under Schedule 37; [iv] revising the on-peak and off-peak definitions in Schedule 37; and, [v] modifying both Schedules 37 and 38 to improve the pricing and PPA negotiation process.

According to RMP, the change to QF PPA term length and the avoided cost changes proposed by the Company in this Application are not mutually exclusive. Instead, they operate as a package that, if approved, will help ensure that the Company’s ratepayers do not pay more than the Company’s avoided costs, while still giving QFs a fair opportunity to finance their projects and sell power to the Company.  The Commission’s ability to adjust the avoided cost methodology, and contract terms are the key tools FERC provided Wyoming to ensure that PURPA is implemented in a manner that remains just and reasonable, and in the public interest.
