South Tyler Ave Pathway Project

ADVERTISEMENT FOR BIDS

Sealed Bids for the South Tyler Ave Pathway Project will be received by the Town of Pinedale at the Pinedale Office Building, 69 Pinedale South Rd, Pinedale, WY 82941, until 1:30 p.m. local time on Thursday July 1, 2021 at which time the Bids received will be “publicly” opened and read.

A pre-bid conference will be held at 1:00 p.m. local time on Thursday, June 17, 2021 at the Sublette County Public Library, 155 S Tyler Ave, Pinedale, WY 82941 in the Board Room. Attendance at the pre-bid conference is highly encouraged but is not mandatory.

Construction of approx. 3,450 SY of 8-feet wide ADA accessible asphalt pathway, two prefabricated pedestrian bridges, area of bank stabilization along the Pine Creek and other misc. work to be completed.

The Issuing Office for the Bidding Documents is: Sunrise Engineering, Inc., 47 E. 4th Ave., Afton, WY  83110. The project manager for this contract is Kevin Martin, P.E., phone number 307.885.8500. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents may be viewed and printed online by registering with the Issuing Office at www.sunrise-eng.com. Click on “Plan Room” at the top right corner of the homepage. Bidders must register, sign-in, and then choose the specific project to become a plan holder and obtain access to Bidding/Contract Documents, Specifications and Plans. Following registration, complete sets of documents may be downloaded at no cost as a portable document format (PDF) files. Notices regarding changes/amendments to the Bidding/Contract Documents, Specifications and Plans will be sent to the e-mail address associated with the bidder’s registration. Bidders are responsible to maintain current and correct contact information and check the plan room often to receive updates or additional documents/changes/amendments. If the prospective bidder would like to obtain printed and bound Bidding/Contract Documents, Specifications and Plans from the Issuing Office, the cost will depend on the number and size of the Drawings and Project Manual, applicable taxes, and shipping method selected by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of the Bidding Documents will not be available from the Issuing Office.

Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state”.

The prevailing rate of wages, as determined by the U.S. Secretary of Labor, in accordance with the Davis-Bacon act, shall be paid for each craft or type of labor needed to perform the contract.  This is also an Equal Employment Opportunity (EEO) project.  Bidders on this project will be required to comply with the President’s Executive Order No. 11518, 11246, and 11375, as well as other Federal Regulations indicated in the CONTRACT DOCUMENTS. TAKE NOTICE that on 6/14/21 an Application for Decree of Summary Distribution relating to the real property of the Decedent, QUIRINO JAMES GALVEZ, was filed in the District Court of Sublette County, Wyoming Ninth Judicial District. The Decedent died on 4/16/16 owning an interest in real property located in Sublette County, Wyoming described as:

An individual on-sixth (1/6) interest in:

Lots Fifteen (15) and Sixteen (16) of the Amended Lots Two (2), Three (3) and Four (4) of the Redstone Eigth Addition to the Town of Pinedale, Sublette County, Wyoming as set out on that plat map recorded in the Office of the County Clerk of Sublette County on January 5, 2006 in Book 80 of Misc., Page 507; TOGETHER WITH all improvements and appurtenances thereunto appertaining. SUBJECT TO reservations and restrictions contained in the United States patents, to easements and rights-of-way of record or in use, to prior mineral reservations of record and to all other matters of public record.

This Application prayed that the Court, after due and proper publication as required by statute, enter its Decree of Summary Distribution of Real Property herein and that said Decree set over all of the interest of the Decedent, QUIRINO JAMES GALVEZ, in and to the above described property to CONNIE J. GALVEZ, Trustee of THE GALVEZ FAMILY REVOCABLE TRUST OF 2001, dated 1/16/01. If no objection to this Application has been filed within thirty (30) days of the first date of publication of this Notice, the Court will enter a Decree of Summary Distribution establishing the right and title to the above property according to the Application.

The Town Council of the Town of Pinedale met in special session on Wednesday, May 19, 2021 at Sublette County School District Number 1 to hear presentations from bidders seeking a contract with the town to for fixed base operations (FBO) at Ralph Wenz Field.

The meeting was called to order by Mayor Matt Murdock at 5:15 p.m. Council members present: Tyler Swafford, Dean Loftus, Judi Boyce and Isaac Best. Airport Board members present: Bill Mecham, Kevin Kunard, and Bob Jones via telephone. Those in attendance included: Town Employee Abram Pearce; Lewis and Carmen Gage, Angela Douglas, John Douglas, Mica and Kristine Olson, representing Emblem Aviation;  Joel Simmons and Troy Hunter, representing Choice Aviation.

The mayor led those present in the pledge of allegiance.

The mayor stated that this was an open meeting however comments from the public would not be accepted unless they were called upon.

Motion by Councilwoman Boyce to accept the agenda after adding Airport Crack Seal Project. Seconded by Councilman Best. Motion passed 5-0.

Motion by Councilwoman Boyce to increase the contract for crack sealing the airport from $9,500 to $11,000. Seconded by Councilman Swafford. Motion Passed 5-0.

The coin flip to establish the order of presentations was won by Emblem Aviation.

The council heard presentations from both Emblem and Choice Aviation. Each organization was asked questions.

A 10-minute recess was called by the mayor at 6:40 p.m. Simmons and Hunter left the meeting at this time.

After discussion, motion by Councilman Swafford to enter contract negotiations with Choice Aviation. Seconded by Councilwoman Boyce. Motion passed 3-1-1. Loftus nay. Best abstained.

Motion by Councilman Swafford to adjourn. Seconded by Councilman Best. Motion passed 5-0. The meeting adjourned at 7:40 p.m.

The Town Council of the Town of Pinedale met in regular session on Monday, May 24, 2021, in the Lovatt Room of the Sublette County Library.

The meeting was called to order by Mayor Matt Murdock at 3 p.m.  Council members present: Tyler Swafford, Judi Boyce, Dean Loftus, and Isaac Best. Those in attendance included: Sublette County Sheriff KC Lehr;  Chief Shad Cooper and Ron Ruckman representing Sublette County Unified Fire (SCUF); Town Employees Abram Pearce; Max Locket; Town Attorney Ed Wood; RaeLynne Later, Rhett and Buck Buckenroth, representing Stockman’s; Brian Gray, representing Jorgensen Associates, and Robert Galbreath, representing the Pinedale Roundup.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilwoman Boyce to approve the agenda as published.  Seconded by Councilman Swafford. Motion passed 4-0. Loftus was not yet present.

Motion by Councilwoman Boyce to approve the minutes of the May 10, 2021, regular Town Council meeting as amended.  Seconded by Councilman Best. Motion passed 4-0.

Motion by Councilwoman Boyce to approve Ordinance 685 as amended; on second read, Annual Appropriation Ordinance for the Fiscal Year Ending June 30, 2022. Seconded by Councilman Swafford. Motion passed 5-0.

The mayor called a 5-minute recess at 5:10 p.m.

Pearce reported that the cost to repair the welcome signs will exceed the $3,500 that council had approved. Public Works is seeking alternatives.

Councilwoman Boyce requested that the council discuss plans for 210 West Pine Street and the Jackson Avenue Park real-estate in the near future.

Sheriff KC Lehr reported on calls for service for April 2021. TIPS training is scheduled for June.

Chief Cooper presented the draft SCUF Strategic Plan and encouraged feedback.

After noting surveillance around the building, a separate entrance, and a rope separating the bar from the remainder of the room; motion by Councilman Swafford to acknowledge that the lower level, roped off dining area in the Stockman’s Building, at 117 W. Pine Street, constitutes a separate dining area for the purpose of the liquor license. Seconded by Councilwoman Boyce. Motion passed 5-0.

Motion by Councilwoman Boyce to approve the annexation application received from the Upper Green River Valley Cemetery District as reviewed by the Town Clerk. Seconded by Councilman Best. Motion passes 5-0.

Motion by Councilman Swafford to approve the contract with Granicus for short-term rental compliance not to exceed $2,655.00 for a one-year period subject to final review by the Town Attorney. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilman Swafford to approve the engagement of Fagnant, Lewis, & Brinda, P.C. to perform a Single Audit of the Town of Pinedale for the fiscal year 2021, not to exceed $30,000.  Seconded by Councilman Best. Motion passed 5-0.

Motion by Councilman Best to approve the temporary use permit application by Main Street for the closure of N. Maybell from Pine Street to Magnolia Street during the Street Dance on July 10, 2021, at 1830 until 1300 on July 11, 2021. Seconded by Councilwoman Boyce. Motion passed 5-0.

Motion by Councilwoman Boyce to approve the construction administration contract with Jorgensen Associates for Phase II of the South Tyler Pathway Project not to exceed $10,000. Seconded by Councilman Best. Motion passed 5-0.

Motion by Councilman Swafford to approve the contract with Rocky Mountain Power to move the light piles on S. Tyler in preparation for the pathway project in the amount of $16,030.00. Seconded by Councilman Loftus. Motion passed 5-0.

Council reviewed department reports from the Municipal Court, Public Works, Water & Wastewater, Planning & Zoning, Airport, and Travel & Tourism.
