HOBACK RANCHES ACCESS ROAD DRAINAGE IMPROVEMENT PROJECT

SUBLETTE COUNTY, WYOMING

Sealed BIDS are requested for work described in the project manual for the above named project prepared by Rio Verde Engineering, 804 Hoback Street, P.O. Box 642, Pinedale, Wyoming 82941, (307) 367-2826.

Bids will be received by Rio Verde Engineering at the above physical address, until 3:00 PM local time on Thursday, June 29, 2020, at which time said BIDS will be publicly opened and read aloud.

This project includes the installation of drainage improvement infrastructure, including (27) 18-inch diameter corrugated metal pipes (CMP), (37) 24-inch CMP’s, (3) 30-inch CMP, (4) 36-inch CMP’s, 2,840 CY of crushed base (compacted in-place), 130 CY of rock rip-rap for CMP outlet erosion protection, 41 inlet erosion control structures, and 3550 LF of existing underground utility adjustment/relocation.

Copies of the Project Manual and the Design Drawings specifying the work to be performed may be obtained from Rio Verde Engineering.

A MANDATORY pre-bid meeting will be held on June 22, 2020.  The meeting will commence at the north entrance of Rim Road, located at mile marker 135.7 on U.S. Highway 189/191 near Bondurant, Wyoming at 9:00 AM local time.

BIDDERS shall be required to accompany each bid with a BID Bond with sufficient surety, or a certified check, cashier’s check, or bank draft upon some reputable bank payable to Sublette County for at least ten (10) percent of the total amount of the BID.  The bond, check, or bank draft shall be forfeited as liquidated damages, if the BIDDER, upon the letting of the contract to them, fails to enter into the contract within ten (10) days after it is presented to them for that purpose or fails to proceed with the performance of the contract.  The Bid Bond, draft, or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved.  All of the above is to be in accordance with 15-1-113, Wyoming Statutes, 2019.

The right is reserved by Sublette County to reject any and all BIDS, and to waive any irregularity or informality in the bidding. BIDS may not be withdrawn for thirty days after the date of opening.

The Wyoming Department of Environmental Quality (WDEQ) has received a request from Gillilan Associates, for a temporary increase in turbidity in North Cottonwood Creek near Daniel, Wyoming. The temporary increase in turbidity is associated with proposed stream and floodplain restoration activities that will occur in two phases scheduled for 2020 and 2021.

Activity in cold water streams is normally limited to a ten (10) NTU increase over background. Approval of this request would allow an exceedance of this limit for up to sixty (60) total working days, subject to monitoring and reporting. This activity will follow the procedures in Chapter 1, Section 23(c)(ii), of the WDEQ Water Quality Rules and Regulations, which allow for temporary elevated levels of turbidity in certain circumstances. The applicant has applied for a 404 permit from the U.S. Army Corps of Engineers for the project.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Andeavor Gathering I, LLC (CMP100321) to construct a 40 million cubic feet per day (MMCFD) triethylene glycol (TEG) dehydration unit at the Stewart Point 13-17 PAD (F029320), with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, located in the SW1/4SW1/4 of Section 17, T33N, R109W, approximately three (3) miles south-southwest of Pinedale, in Sublette County, Wyoming. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 58.0 tpy and a decrease in actual NOx emissions of 206.4 tpy.  Therefore, Andeavor Gathering I, LLC has met the offset requirements for VOCs and NOx.

The meeting was called to order by Mayor Matt Murdock at 5 p.m.  Council members present: Tyler Swafford, Dean Loftus, Judi Boyce, and Nylla Kunard.
