Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Cabrito 3-19 Central Facility (F029230), with the addition of production and equipment associated with sixteen new wells, the Antelope 38-18, 41-18, 42-18, 44-18, 45-18, 53-18, 54-18, 89-18, 99-18, 100x-18, 101x-18, 102-18, 103-18, 109-18, Stud Horse Butte 81-13 and 92-13, with two reboiler overheads condensers, two flash tank separators and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, condensate tanks, active produced water tanks, pneumatic pumps and truck loading, located in the NW1/4NW1/4 of Section 19, T29N, R107W, approximately fifteen (15) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 3830.4 tpy and a decrease in actual NOx emissions of 238.9 tpy.  Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F029230 and permit number P0027196 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sublette County Library, Pinedale, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Sublette County Clerk’s Office, Pinedale, Wyoming.  In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.

Sublette County School District # 1 in Pinedale, WY is seeking a qualified professional assistance for evaluation, design, and construction management for the distribution, transformers, and other gear that provide power to the middle and high schools and other buildings on the campus located on Hennick and Tyler Avenues.  Letters of Interest with Qualifications will be received at the Sublette County School District # 1 Business Office located at 665 N. Tyler Ave., in Pinedale, WY 82941.

LETTERS OF INTEREST WILL BE OPENED 4:00 P.M., Tuesday, April 2, 2020, at the Board Room.  LATE SUBMISSIONS WILL NOT BE ACCEPTED.

Request for Proposal criteria and specifications may be obtained and downloaded from the Sublette County School District No.1 Web Site www.sub1.org.org at Departments / Business and Operations / Documents / Request for Proposals or by contacting Jeryl Fluckiger, Director of Operations at 307-367-5565.  Questions pertaining to the project should be directed to Jeryl Fluckiger. District shall not be responsible for any oral instructions. Any changes to the RFQ will be in the form of an addendum, which will be furnished to all registered RFQ holders.

All bids will be evaluated pursuant to Wyoming State Statues 16-6-102 Resident Contractors; 16-6-203, Resident Labor; and Wyoming State Statutes Chapter 16, Article 7 on Construction Contracts.  In addition, pursuant to Wyoming State Statues 16-6-104, and 16-6-106, preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.

The District reserves the right to waive irregularities and informalities in the bidding or in any bid, reject any or all bids without further obligation and to accept any bid deemed in the best interest of Sublette County School District # 1. The District does not bind itself in any way to accept the low bid.  All proposals will be evaluated as outlined in the bid documents.

SUCCESSOR TRUSTEE’S NOTICE OF INTENT TO DISTRIBUTE AND NOTICE OF LIMITATION ON ACTION BY CREDITORS

TO ALL PERSONS INTERESTED IN SAID DECEDENT AND/OR HER TRUST ESTATE:

In accordance with WYO. STAT. ANN. § 4-10-507, you are hereby notified as follows:

  1. Carmclla M. & Fredrick E. Vavold created a revocable living trust on May 17, 2007, referred to as the Carmella M. and Fredrick E. Vavold Trust (the “Trust”) and any amendments thereto.
  2. Fredrick E. Vavold passed away in June of 2011.
  3. The Initial Trustees of the Trust were Carmella M. Vavold and Lynn V. Freebairn.
  4. On August 30, 2016, Stagg Fiduciary Services, LLC became the Successor Trustee of the Trust.
  5. On October 3, 2018 Stagg Fiduciary Services, LLC was released as Trustee, and WYOMING TRUST COMPANY was appointed as Successor Trustee.
  6. Carmella M. Vavold passed away on September 19, 2019.
  7. Upon tbe death of Carmella M. Vavold, WYOMING TRUST COMPANY has continued to serve as the Successor Trustee of the Trust. Their address is as follows: 141 S. Center St. Suite 404, Casper, WY 82601. It is the intent of the Successor Trustee to distribute the Trust property forthwith.
  8. Pursuant to WYO. STAT. ANN.§ 4-10-507(a)(ii), any creditor or other claimant receiving this notice by publication shall make his or her claim, in writing, to the Successor Trustee at the address listed above within one-hundred twenty (120) days of the date of the first publication of this notice.
  9. Pursuant to WYO. STAT. ANN. § 4-10-507(a)(iii)(C), any creditor or other claimant receiving this notice by mail shall make his or her claim, in writing, to the Successor Trustee at the address listed above within one-hundred twenty (120) days of the date of mailing of this notice.
  10. Pursuant to WYO. STAT. ANN. § 4-10-507(a)(iii)(D), the time for commencing a proceeding to contest the validity of the Trust or the proposed distribution by the Successor Trustee is one-hundred twenty (120) days of the date of mailing of this notice.
  11. Any creditor failing to file a claim or to commence a judicial proceeding to contest the validity of the Trust or the proposed distribution by the Successor Trustee within the time provided, shall be forever prohibited from making any claim against the assets of the Trust or commencing any judicial proceeding against Carmella M. Vavold or the Trust.
