ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Ralph Wenz Field – Rehabilitate Runway 11-29 Project, will be received, by the Town of Pinedale, at the office of the Airport Manager, at 9357 Highway 191, Pinedale, Wyoming, until 2:00 PM local time on February 18th, 2021 at which time the Bids received will be publicly opened and read.
The project will include the design, bidding, and construction to rehabilitate Runway 11-29. The project consists of an asphalt mill and overlay of Runway 11-29 and connectors and construction of a perimeter access road.
No bids will be received after the specified hour and date and may not be withdrawn after the time fixed for opening them. The owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.
Each bid must be accompanied either by a certified check, payable to the Town of Pinedale in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.
Minimum wage rates as established by the Secretary of Labor are applicable to the work performed on this project.
The Issuing Office for the Bidding Documents, consisting of Project Manual and Plan Set, is: T-O Engineers, 502 33rd Street, Cody, WY 82414. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 8:00 and 5:00 and Fridays between the hours of 8:00 and 12:00 and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Interested bidders must obtain the Bidding Documents from the T-O Engineers Online Planroom at www.to-engineersplanroom.com. Bidding Documents may be ordered in hard copy format for purchase at cost (nonrefundable). Electronic Bidding Documents in PDF format may be downloaded for no cost. To be placed on the planholders list, bidders must register at www.to-engineersplanroom.com.
Bids may not be withdrawn after the time fixed for submitting them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids.
The Town of Pinedale, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Job duties include inspections of restaurants, grocery stores, and other similar establishments. Prior experience in food/kitchen inspections is preferred but not required.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
JANUARY 19, 2021
The Board of County Commissioners met in regular session in the Lovatt Room of the Sublette County Library on this date with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Mike Crosson, Matt Gaffney, Brady Oltmans representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
Chairman Bousman presented the agenda with the addition of discussion of HB 159 under the County Administrator portion of the meeting.
The minutes from the preceding meeting on January 5, 2021 were approved and ordered filed on motion by Commissioner Vickrey, seconded by Commissioner Stephens. Motion carried.
Billy Pape, Road & Bridge Superintendent, met with the Board to update on activities.
Eric Sackett and Mike Jackson, Rio Verde Engineering, updated the Board on current projects.
Aaron Seehafer, Rio Verde Engineering, updated the Board on options for the situation with the Orcutt Seep. He will continue to look at options.
Matt Gaffney, County Administrator, updated the Board on the progress of the Land Use Plan.
It was moved by Commissioner Noble, seconded by Commissioner Stephens to advertise for 30 days the position of County Sanitarian as an independent contractor. Motion carried. Commissioner Bousman thanked current Sanitarian, Alan Huston, for his work.
Gaffney requested direction from the Board regarding the eligibility for life insurance benefits for county employees who decline health insurance coverage under the county policy. It was moved by Commissioner Noble, seconded by Commissioner Vickrey to allow employees who would be eligible for county benefits the opportunity to have life insurance under the county policy if desired. Motion carried.
Gaffney requested direction on interpretation of HB 159. Chairman Bousman stated the county should have a consistent schedule for all ad valorem tax payers. Commissioner Noble requested John McKinley involvement in the discussion. Chairman Bousman said he would be part of a working group to look into the situation, along with John McKinley and the Treasurer, Emily Paravicini and another commissioner. Commissioner White volunteered to assist with the working group.
Carrie Hatch, representing Ultra Petroleum, along with Shad Cooper, Fire Warden, met with the Board to discuss a proposal to place a monitoring station on the Boulder Battalion #4 property at 209 Jackson Ave. in Boulder during this year’s ozone season. Cooper supported the proposal. It was moved by Commissioner Noble, seconded by Commissioner Vickrey to move forward with an MOU for an ozone monitoring station at the Boulder Battalion. Motion carried.
Todd Hurd, Forsgren & Associates, met with the Board with updates on the Daniel Fire Station and the Fairgrounds roof situation.
Sukey Hohl, Sublette County Library, met with the Board to review the process and approval of the Big Piney Library remodel. Hohl explained to the Board the architect is almost ready to advertise the plans for a request for proposal. It was moved by Commissioner Stephens, seconded by Commissioner Noble to reaffirm the commitment to the remodel project by the current Board. Motion carried. Todd Hurd was instructed to coordinate with Hohl as owner’s representative and to keep the Board updated on all projects.
Jeff Goltz, representing the Children’s Discovery Center, met with the Board to discuss the possibility of changing the lot line of the property owned by the county the Discovery Center is located on. He stated the Board of the Discovery Center would like to purchase the property but need assurance of changing the lot line before pursuing the purchase. Chairman Bousman suggested the other Commissioners go to the property and review the suggested lot line change. He said the discussion will be added to the February 2 meeting.
Mike Henn, Conservation District, met with the Board to follow up their previous request regarding analyzing water data collected over time. He stated the District had sent out a request for proposal to have the data analyzed. Chairman Bousman asked Clerk Long about reserves for the project. She stated there was money set aside in Resource Monitoring. It was moved by Commissioner Noble, seconded by Commissioner White to accept the bid from River Continuum Concepts, Inc. in the amount of $166,334.56. Motion carried.
It was moved by Commissioner White, seconded by Commissioner Stephens to adopt the fee schedule resolution as presented by Treasurer, Emily Paravicini. Motion carried.
It was moved by Commissioner Noble, seconded by Commissioner White to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(i). Motion carried.
The Board resumed regular session with no action taken in Executive Session.

§ 400-14. Fees.
For every Subdivision of Land submitted to the Town for approval, the subdivider shall pay the following fees, costs and expenses:
A. Pre-Design Sketch Plan
Base fee as set by resolution; Payable upon filing of Sketch Plan;
B. Preliminary Plat
(1) Base fee as set by resolution; Payable upon filing of Preliminary Plat:
(2) Preliminary Plat expense pre-payment as set by resolution; Payable upon filing of Preliminary Plat;
(3) Reimbursable Fees;
(a) Reimbursement to the Town for all costs of publication incurred in conjunction with the filing and approval of subdivision plats, fees incurred in mailing notices of hearings conducted in conjunction with preliminary or final plats, and any other costs or fees related to the subdivision; and
(b) Reimbursement to the Town for all costs associated with inspections and reviews, including but not limited to materials and third-party engineering involvement. If the engineering, or a portion thereof, is either beyond the review capabilities of the Town or is in dispute, either party may request a neutral third-party professional engineer to review any portion of the preliminary plat, construction drawings, construction inspections, and/or the final plat. The subdivider shall reimburse the Town for all incurred costs related to the third-party engineer. Any outside review scope and costs shall be agreed to by both the Town and the subdivider prior to the third-party review. In the event the Town Engineer is the design engineer, an outside neutral third-party professional engineer shall be hired at the subdivider's expense to do all required reviews and inspections.
(4) Preliminary Plat expense pre-payment shall be applied towards the reimbursable fees set out above. Any funds not expended shall be refunded to applicant. Applicant will be responsible for all excess reimbursable fees. Reconciliation of all reimbursable costs shall be completed and payment made prior to approval of the Preliminary Plat.
C. Final Plat
Base fee: the base fee as set by resolution; Payable before Final Plat is release for recording;

ORDINANCE NO. 680
AN ORDINANCE OF THE TOWN OF PINEDALE, STATE OF WYOMING, AMENDING SECTION 400-18 TO CLARIFY FILING REQUIREMENTS FOR SUBDIVISIONS.
NOW, THEREFORE BE IT HEREBY ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE, WYOMING THAT THE SECTION 400-18 OF CHAPTER 400 OF THE PINEDALE MUNICIPAL CODE IS HEREBY AMENDED TO READ AS FOLLOWS:
§ 400-18. Filing
After completing the requirements of Article IV of this Chapter, the subdivision process shall commence by a subdivider filing an application for preliminary acceptance on a form provided by the Town. Said application shall be filed with the Director of Engineering and Zoning in accordance with the standards and other provisions of this chapter. A Preliminary Plat shall be filed within ninety (90) days of the Sketch Plan Review Meeting per § 400-17. Failure to submit a Preliminary Plat within ninety (90) days of the Sketch Plan Review Meeting will require the applicant to recomplete the requirements of Article IV of this Chapter including the fee payment requirement. The preliminary plat shall be considered officially filed when it has been examined by the Director of Engineering and Zoning, has been found to be in general compliance with the formal provisions of this chapter and an application acceptance letter has been issued to the subdivider from the Director of Engineering and Zoning.

The Town Council of the Town of Pinedale met in regular session on Monday, January 25, 2021 in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Judi Boyce, Dean Loftus, and Isaac Best. was present via teleconferencing. Those in attendance included: Sublette County Sheriff KC Lehr; Brian Gray, representing Jorgensen Associates; Aaron Seehafer and Eric Sacket, representing Rio Verde Engineering; Leslie Hagenstein, representing the Pine Creek Ditch Association; Max Lockett; John Overgaag; Robert Galbreath, representing the Pinedale Roundup; Town Employees, Abram Pearce and Spencer Hartman. Those in attendance via teleconferencing included: Kevin Dunning, Bill Jones, and Tesa Manning.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to approve the agenda as published. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the minutes of the January 11, 2021 regular Town Council meeting as presented. Seconded by Councilman Best. Motion passed 5-0.
Sheriff KC Lehr reported on calls for service for December 2020.
Motion by Councilwoman Boyce to approve and waive the fees for the Temporary Use Permit applications from Main Street Pinedale for Feb 10-14, 2021 at 210 West Pine and for Feb 13, 2021 at Burzlander Park from 3 p.m. until 6:30 p.m. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilman Loftus to approve the transfer of 27 obsolete fire extinguishers from the Town of Pinedale to Sublette County Unified Fire. Seconded by Councilman Best. Motion passed 5-0.
Aaron Seehafer, representing Rio Verde Engineering, presented several ideas for transfer and disposal of water coming from the Orcutt Seep out of the Pine Creek Ditch. After discussion, Rio Verde was asked to provide the Town with a rough cost estimate to combine the seep solution with a Tyler Avenue storm water solution by the next council meeting. Payment will be made under the existing Professional Services Agreement for miscellaneous engineering. Staff was asked to contact the State Loan Investment Board to explore funding options.
Mayor Murdock asked the council to consider options for 210 West Pine for future discussion and planning. Staff will contact the Wyoming Business Council for funding information.
A potential MOU between Sublette County and the Town regarding the exchange of maintenance and rights-of-way on Fremont Lake Rd and South Tyler Avenue was discussed. Staff was directed to continue pursuing the exchange.
Mayor Murdock asked the council if they have any desire to keep the South Jackson Park. Mayor Murdock reported that there may be several parties interested in purchasing it if the Town were to auction it. Council took no action, however they favored exploring the sale of the acreage. Staff was directed to conduct a Request for Proposal to continue tent camping until it is sold.
Motion by Councilman Best to approve the renewal of the Nelson Engineering professional services agreement for services as Town Engineer. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the purchase of 300 gallons each of 15w-40 and 5w-20 bulk oil and UTF from Conrad Bischoff in the amount of $7,410. Seconded by Councilman Swafford. Motion passed 5-0.
Brian Gray, representing Our Lady of Peace Catholic Church, requested an exception to Chapter 160-15, requiring that all new installations of water meters shall be installed in a meter pit. Motion by Councilman Loftus to approve the request for an exception and allow the indoor placement of a water meter at 112 and 128 S. Sublette Avenue with the following stipulations: The water meter shall be installed in an accessible above grade interior location within a designated utility room or closest with sufficient space for maintenance, service, etc. A map indicating the location of the meter shall be provided to the Town for the Parcel File. The AMR is to be installed on a southern or western exterior wall with the necessary ground clearance for good operation. The AMR wire shall be installed in a dedicated conduit to the meter allowing for simple repairs should a wire fail in the future. The Church acknowledges the responsibility of the consumer as documented in §460-2 and understands their responsibility to allow access to any water meter or related sending unit upon reasonable request. The final installation shall be inspected and activated by the Town of Pinedale prior to any water usage within the system. Seconded by Councilman Swafford. Motion passed 5-0.
Council reviewed the following monthly department reports: Municipal Court, Projects, Public Works, Water & Wastewater, and Planning & Zoning, the Airport and Travel & Tourism.
Motion by Councilman Swafford to approve, with grammatical revisions, Ordinance 679; on second read, an Ordinance of the Town of Pinedale, State of Wyoming, amending section 400-14 to modify the fee arrangement for subdivisions. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Best to approve, with grammatical revisions, Ordinance 680; on second read, an Ordinance of the Town of Pinedale, State of Wyoming, amending section 400-18 to clarify filing requirements for subdivisions. Seconded by Councilman Loftus. Motion passed 5-0.
