Notice is hereby given that the UPPER GREEN CEMETERY DISTRICT is accepting Bids for a general contract for the construction of the UPPER GREEN CEMETERY DISTRICT PINEDALE OFFICE BUILDING PROJECT.

Sealed Bids for the construction of the Project will be received at the office of Jorgensen Associates, 58 S. Tyler Ave, Pinedale, Wyoming 82941 until Tuesday, January 12, 2021 at 4:00 PM Mountain Time. At that time the Bids received will be publicly opened and read at that location. Bids shall be delivered according to the instructions to bidders.

The Project generally consists of construction of a new 3,200 sq.ft. Office Building, consisting of the following but not limited to; foundation and subsequent wood frame structure with pre-engineered roof trusses, metal standing seam roof, metal siding, insulation, concrete floor, windows, doors, drywall, fixtures and finishes, overhead doors, door hardware, electrical panel, power circuits, lighting circuits, lighting fixtures, natural gas fired and gas fired forced air, excavation and grading around new Building including site concrete and asphalt, water, sewer and gas line service connections. Project also includes approximately 900 LF of 6” sewer line, 4 new manholes and sewer connection to the Town of Pinedale sewer main.

NOTICE OF FINAL

PAYMENT TO CONTRACTOR

Notice is hereby given that the Town of Pinedale, Wyoming, has accepted work as substantially complete according to the plans and specifications set forth in the Agreement between the Town of Pinedale and Joe Harrell (dba Wind River Fab), pursuant to the Contract for TOP Project No. 20-13 SCADA System Upgrades to Water and Wastewater Monitoring Systems Project, and that Joseph Harrell (dba Wind River Fab) is entitled to final settlement thereof. On January 28th, 2020, being the forty-first day after the first publication of this Notice, the Town of Pinedale will pay to Joseph Harrell (dba Wind River Fab), all amounts and balance due under said Agreement.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS

DECEMBER 1, 2020

The Board of County Commissioners met in regular session in the Lovatt Room of the Sublette County Library on this date with David Burnett, Joel Bousman, Mack Rawhouser, Tom Noble, Doug Vickrey via Zoom, Matt Gaffney, Joy Ufford representing the Pinedale Roundup, Sam White, Dave Stephens, and Carrie Long, County Clerk, present. 

Chairman Burnett led those present in the Pledge of Allegiance. 

It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser to approve the agenda with changing the wording of the item ‘Outside Counsel for the County Commission regarding formation of the Special Hospital District’ to ‘Outside Counsel for the County Commission for the transfer of assets to the Special Hospital District’ and to add an ice rink discussion after Planning & Zoning.  Motion carried. 

The minutes of the preceding meeting held on November 17 were approved and ordered filed on motion by Commissioner Noble, seconded by Commissioner Bousman.  Motion carried. 

Billy Pape, Road & Bridge Superintendent, updated the Board on activities.  He stated he had halted work by Visionary on the leased land for the tower but the County Attorney’s office had written an agreement that would address the issues regarding Pape’s concerns. 

Eric Sackett, Rio Verde Engineering, stated the construction on Cottonwood had to be discontinued for the year due to weather changes. 

Sackett reported to the Board the construction was complete on the Hoback Ranches Mitigation Project with a reduction of $49,575.17.  It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve the change order.  Motion carried. 

Matt Gaffney, Administrator, requested approval of a letter of support for the University of Wyoming School of Energy Resources application for the Carbon Ore, Rare Earth and Critical Minerals (CORE-CM) initiative.  Commissioner Bousman moved to approve the letter, seconded by Commissioner Rawhouser.  Motion carried. 

Patty Racich, Sublette Center, handed out a preliminary drawing of the proposed skilled nursing facility for the new hospital remodel. 

Chairman Burnett requested the County Attorney office provide direction from the Attorney General office regarding authority of the Board to request assistance with outside counsel.

It was moved by Commissioner Noble, seconded by Commissioner Bousman to table the resolution regarding the Special Hospital District until the next meeting to be held on December 15.  Motion carried.  

It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve accounts payable.  Motion carried.

It was moved by Commissioner Rawhouser, seconded by Commissioner Vickrey to approve payroll in the amount of $1,026,756.22.  Motion carried. 

Surety bond for Sam Sumrall, Chairman, Hoback Ranches Service & Improvement District and for Amy Commerer, Superintendent/Clerk for the Big Piney Cemetery District were approved on motion by Commissioner Bousman, second by Commissioner Rawhouser.  Motion carried. 

Two catering permits were approved for the Elkhorn Trading Post, LLC for a Winter Holiday Festival to be held 12/20 through 12/23 at 371 Upper Hoback and a New Year’s Eve Celebration to be held 12/26 through 12/31 at 371 Upper Hoback on motion by Commissioner Bousman, seconded by Commissioner Rawhouser.  Motion carried. 

Old Business:  Commissioner Bousman will be attending several ZOOM meetings rather than meeting in person.  Commissioner Vickrey advised his quarantine will be over at midnight. 

Dennis Fornstrom, Planning and Zoning Administrator, met with the Board to discuss three requests:

It was moved by Commissioner Noble, seconded by Commissioner Rawhouser to approve an application from Glen Whicker requesting a Variance of the maximum building height within the RR Zoning District to allow for the construction of a 39 ft. private tower to receive Broad Band signal at their residence located at 16 North Shoshone Trail.  Motion carried. 

The application from Albert Etcheverry and Mary Pendergrat requesting a Conditional Use Permit to allow for the Short-term Rental of their guest house located at 15 Meander Lane as an AIRBNB & VRBO rental property was approved on motion from Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried. 

The application from Clayta Forsgren and the Richard A. Forsgren Revocable Living Family Preservation Trust requesting a Condition Use Permit to allow for the Short-term Rental of their residence located at 99 Riverside Rd. as an AIRBNB & VRBO rental property was approved for one year on motion by Commissioner Bousman, seconded by Commissioner Noble.  Motion carried.

Grant Golden, Ice Rink Manager, met with the Board to request direction on the COVID protocols previously established and approved by the Board.  Golden was directed by the Board to continue with the protocols currently in place.
