Sublette County School District # 1 in Pinedale, WY is seeking a qualified installer / vendor team to replace bleachers in the high school gymnasium.  Proposals will be received at the Sublette County School District # 1 Business Office located at 665 N. Tyler Ave., in Pinedale, WY 82941.

BIDS WILL BE OPENED 4:00 P.M., Monday January 3, 2023, at the Business Office.  LATE BIDS WILL NOT BE ACCEPTED.

Request for Proposal criteria and specifications, construction drawings and details may be obtained and downloaded from the Sublette County School District No.1 Web Site www.sub1.org.org at Departments / Business and Finance / Documents / Request for Proposals or by contacting Jeryl Fluckiger, Director of Operations at 307-367-5560.  Questions pertaining to the project should be directed to Jeryl Fluckiger. District shall not be responsible for any oral instructions. Any changes to the RFP will be in the form of an addendum, which will be furnished to all registered RFP holders.

All bids will be evaluated pursuant to Wyoming State Statues 16-6-102 Resident Contractors; 16-6-203, Resident Labor; and Wyoming State Statutes Chapter 16, Article 7 on Construction Contracts.  In addition, pursuant to Wyoming State Statues 16-6-104, and 16-6-106, preference is hereby given to materials, supplies, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state.

The District reserves the right to waive irregularities and informalities in the bidding or in any bid, reject any or all bids without further obligation and to accept any bid deemed in the best interest of Sublette County School District # 1. The District does not bind itself in any way to accept the low bid.  All proposals will be evaluated on the following:

1. Compliance with all requirements

2. Price

3. Ability, capability, and skills of the Vendor to perform

4. Character, integrity, reputation, judgment, experience, and efficiency of the Vendor

5. Quality of previous performance

6. Whether the vendor can perform within the time specified

7. Warranty periods and terms

The Sublette County Planning and Zoning Office and the Planning and Zoning Board will hold a Special Meeting for the purpose of holding a Public Workshop on Thursday, December 8, 2022 at 6:00 p.m. to discuss proposed amendments to Chapter 1 and Chapter 4, of the Sublette County Zoning and Development Regulations.  This meeting will be held in the Lovatt Room, in the Sublette County Library, located at 155 South Tyler Avenue, Pinedale, WY.

The Town Council of the Town of Pinedale met in regular session on Monday, November 14, 2022, in the Lovatt Room of the Sublette County Library.

The meeting was called to order by Mayor Pro Tem Tyler Swafford at 5 p.m. Council members present:  Dean Loftus, Judi Boyce, and Scott Kosiba. Mayor Matt Murdock was absent. Those in attendance included: Robert Galbreath, representing the Pinedale Roundup; Abram Pearce, Town Director of Public Works; Peggy Weber; and Jessup Wyman. Tim Fixter, representing Summit West CPA Group; and Tesa Manning; joined the meeting online.

Mayor Pro Tem Swafford led those present in the Pledge of Allegiance.

Motion by Councilman Loftus to accept the agenda as presented. Seconded by Councilwoman Boyce. Motion passed 4-0.

Motion by Councilwoman Boyce to approve the minutes of the October 24, 2022, regular Town Council meeting after amending to include franchise reporting.  Seconded by Councilman Loftus.  Motion passed 4-0.

Motion by Councilwoman Boyce to approve the minutes of the November 07, 2022, special Town Council meeting. Seconded by Councilman Kosiba. Motion passed 4-0.

Motion by Councilman Loftus to approve the minutes of the November 08, 2022, special Town Council meeting. Seconded by Councilman Kosiba. Motion passed 4-0.

Peggy Weber asked why the base rate of water consumption is 40,000 gallons. Council and staff members explained that some locations must use a “bleeder” line to avoid frozen pipes, and that very few locations use that much.

Tim Fixter of Summit West CPA Group P.C., reported that the fiscal year 2022 audit has been completed. No issues were found.

Motion by Councilwoman Boyce to approve the consent agenda items. Second by Councilman Kosiba. Motion passed 4-0. Consent agenda items approved were Chamber of Commerce Temporary Use Application for Mountain Man Christmas Parade on December 10, 2022; annual employee retention award in the amounts of $250 for full-time employees, $150 for part-time employees and $50 for on-call only employees that have been employed as of December 1, 2022; enter into contract negotiations with Otterspace for EV charging station; 2022-23 Snow Removal Contract awarded to JB’s Welding & Excavation at the rates of $275 per hour for the snow blower and $140 per hour for a side dump truck with driver; proposed wastewater in-house renovation and equipment purchases needed to conduct in-house wastewater sampling, not to exceed $17,000;  and cancel the regular Town Council meeting scheduled for December 26, 2022.

Motion by Councilwoman Boyce to approve Ordinance 702, on the first read, an amended Annual Appropriation Ordinance for fiscal year ending June 30, 2023. Seconded by Councilman Kosiba. Motion passed 4-0.
