Notice is hereby given that the UPPER GREEN CEMETERY DISTRICT is accepting Bids for a general contract for the construction of the UPPER GREEN CEMETERY DISTRICT PINEDALE OFFICE BUILDING PROJECT.

Sealed Bids for the construction of the Project will be received at the office of Jorgensen Associates, 58 S. Tyler Ave, Pinedale, Wyoming 82941 until Tuesday, January 12, 2021 at 4:00 PM Mountain Time. At that time the Bids received will be publicly opened and read at that location. Bids shall be delivered according to the instructions to bidders.

The Project generally consists of construction of a new 3,200 sq.ft. Office Building, consisting of the following but not limited to; foundation and subsequent wood frame structure with pre-engineered roof trusses, metal standing seam roof, metal siding, insulation, concrete floor, windows, doors, drywall, fixtures and finishes, overhead doors, door hardware, electrical panel, power circuits, lighting circuits, lighting fixtures, natural gas fired and gas fired forced air, excavation and grading around new Building including site concrete and asphalt, water, sewer and gas line service connections. Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Antelope 5-5 (F017087) with the addition of production equipment, with one reboiler overheads condenser and one common smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tank, active produced water tank and pneumatic pumps, located in the SW1/4NW1/4 of Section 5, T29N, R107W, approximately twelve (12) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 4073.3 tpy and a decrease in actual NOx emissions of 309.7 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Jonah Water Disposal Well #1 (F013888) by updating the equipment list, throughput and emissions to represent the current as-built configuration, with one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the active produced water tanks, combination slop oil/produced water tanks, slop oil/skim oil tank and pneumatic pumps, located in the NE1/4NW1/4 of Section 19, T29N, R107W, approximately fourteen (14) miles southwest of Big Sandy, in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 4086.0 tpy and a decrease in actual NOx emissions of 312.6 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

The Town Council of the Town of Pinedale met in regular session on Monday, November 23, 2020 in the Lovatt Room of the Sublette County Library.

The meeting was called to order by Mayor Matt Murdock at 5 p.m.  Council members present: Tyler Swafford, Judi Boyce, and Isaac Best. Councilman Loftus was present via teleconferencing. Those in attendance included: Fire Chief Shad Cooper and Deputy Fire Chief Wil Gay, representing Sublette County Unified Fire; Mary Lankford and Janet Montgomery, representing the Sublette County Centennial Committee; Jason Burton, representing the Pinedale Aquatic Center; Andy Nelson; Max Lockett; John Overgaag; Robert Galbreath, representing the Pinedale Roundup; Town Employee, Abram Pearce, via teleconferencing; and Town Attorney, Ed Wood.

Mayor Murdock led those present in the Pledge of Allegiance.

Motion by Councilman Swafford to allow Councilman Loftus to participate by electronic means. Seconded by Councilwoman Boyce. Motion passed 4-0. Councilman Loftus was excluded from voting.

Motion by Councilman Swafford to approve the agenda as amended to replace D-1 with the Sublette County Unified Fire Report and change the Sublette County Sheriff’s report to D-2.  Seconded by Councilwoman Boyce. Motion passed 5-0.

Motion by Councilwoman Boyce to approve the minutes of the November 09, 2020 regular Town Council meeting after amending Amy Sturman to attest. Seconded by Councilman Best. Motion passed 5-0.

Brian Gray, representing Our Lady of Peace, requested an exception to Chapter 160-15, requiring that all new installations of water meters shall be installed in a meter pit. No action was taken. Gray will submit a letter of request to Town staff.

Mary Lankford representing the Sublette County Centennial Committee delivered information regarding current plans for the celebration which will take place from February of 2021 through January of 2023. Lankford reported that ideas for events, displays, or other activities are welcomed.

Councilman Loftus reported that sprinkler heads on North Shanley are broken and suggested marking them to avoid hitting them with snowplows.

Council reviewed the Sublette County Unified Fire (SCUF) Annual Report presented by SCUF Fire Chief Shad Cooper.

Andy Nelson presented an objection to being billed for a meter pit lid on his property at 423 West Pine. Council did not act to reimburse Mr. Nelson for the lid but directed staff to find a more robust lid to help prevent future breakage.

Motion by Councilwoman Boyce to approve the contract for SCADA System upgrades to the water and wastewater systems from Joe Harrell and seek reimbursement from the State Land Investment Board managed CARES Act funds in the amount of $42,384.23. Seconded by Councilman Best. Motion passed 5-0.

Motion by Councilman Swafford to approve the purchase of 4 laptop computers and peripheral devices for accessing the SCADA system and seek reimbursement from the State Land Investment Board managed CARES Act funds not to exceed $3,500.00. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilman Swafford to reject all bids for the PAC Indoor Air Quality Treatment Project. Seconded by Councilman Best. Motion passed 5-0.

Motion by Councilman Swafford to approve the 2020 Pinedale Airport Snow Removal Plan. Seconded by Councilwoman Boyce. Motion passed 5-0.

Motion by Councilwoman Boyce to approve the Temporary Use Application and waive the fees for the Turkey Trot on November 26, 2020 submitted by the Pinedale Aquatic Center. Seconded by Councilman Swafford. Motion passed 5-0.

Motion by Councilman Swafford to approve the Temporary Use Application and waive the fees for the Frosty 5K on December 19, 2020 submitted by the Pinedale Aquatic Center. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilman Swafford to approve Ordinance 677 on first read; amending Article XL of Chapter 475 concerning Towers, Antennas, and Poles of the Town of Pinedale Municipal Code. Seconded by Councilwoman Boyce. Motion passed 5-0. Councilwoman Boyce asked to find better wording for Chapter 475-334, E-4; regarding co-location disputes.

Motion by Councilman Swafford to approve ordinance 678, an ordinance of the Town of Pinedale, State of Wyoming, amending section 429-2 to provide that the name of the board shall be Park & Tree board, all five members of the board shall be voting members and members must be residents of the Town of Pinedale on first read. Seconded by Councilman Best. Motion passed 5-0.

PAYMENT TO CONTRACTOR

Notice is hereby given that the Town of Pinedale, Wyoming, has accepted work as substantially complete according to the plans and specifications set forth in the Agreement between the Town of Pinedale and Joe Harrell (dba Wind River Fab), pursuant to the Contract for TOP Project No. 20-13 SCADA System Upgrades to Water and Wastewater Monitoring Systems Project, and that Joseph Harrell (dba Wind River Fab) is entitled to final settlement thereof. On January 28th, 2020, being the forty-first day after the first publication of this Notice, the Town of Pinedale will pay to Joseph Harrell (dba Wind River Fab), all amounts and balance due under said Agreement.
