To all persons, firms, or corporations who have any claim for any work being done, or any material furnished to, Wilson Bros. Inc., PO Box 636, 980 Road 7, Cowley, WY 82420 for the HMR Water System Improvements Project Phase I, Sublette County, Wyoming.
You are hereby notified that the High Meadow Ranch Water District has accepted final completion according to the Contract Documents and rules set forth in the contract between the High Meadow Ranch Water District and the aforesaid Contractor of the work in connection with the HMR Water System Improvements Project Phase I, and that said Contractor is entitled to final settlement thereof.
You are further notified that upon the seventh day of January, 2021, being the 41st day after the first publication of the notice, said High Meadow Ranch Water District will pay Wilson Bros. Inc. the full amount due under said contract; and in the event your claim is not filed with the High Meadow Ranch Water District prior to said seventh day of January, 2021, same shall be waived.
This notice is given pursuant to Section 16-6-116, Wyoming Statutes, 1982.

OFFICIAL COUNTY COMMISSIONERS PROCEEDINGS
NOVEMBER 17, 2020
The Board of County Commissioners met in regular session at the Marbleton Town Hall on this date at 9:00 A.M. with David Burnett, Joel Bousman, Mack Rawhouser, Tom Noble, Clayton Melinkovich, Matt Gaffney, Joy Ufford, representing the Pinedale Roundup, and Carrie Long, County Clerk, present. Doug Vickrey was excused.
It was moved by Commissioner Bousman, seconded by Commissioner Rawhouser, to approve the agenda. Motion carried.
The minutes of the preceding meeting held on November 3 were approved and ordered filed on motion by Commissioner Bousman, seconded by Commissioner Noble. Motion carried.
Billy Pape, Road & Bridge Superintendent, updated the Board on activities.
Mike Jackson, Rio Verde Engineering, requested approval of a change order for the Paradise Road Erosion Stabilization Project for a reduction of $39,742.66. Commissioner Bousman moved to approve the change order, seconded by Commissioner Noble. Motion carried.
Matt Gaffney, Administrator, requested approval of a letter to WYDOT regarding the speed limit in Daniel. Commissioner Bousman made a motion to approve the letter, Commissioner Rawhouser seconded the motion. Motion carried.
It was moved by Commissioner Noble, seconded by Commissioner Rawhouser to approve a letter of support for the Southwest Wyoming Regional Airport for a grant application to the Wyoming Business Council. Motion carried.
It was moved by Commissioner Bousman, seconded by Commissioner Noble to approve CARES Act funding request in the amount of $2,720,374.00. Motion carried.
Chairman Burnett led a discussion regarding the ballot initiative regarding the Hospital District. Commissioner Bousman made a motion to table the Resolution regarding the Hospital District until more information can be gathered regarding the timeline and sequence of events to take place. Commissioner Noble seconded the motion. Motion carried.
Commissioner Noble presented a letter of engagement from the law firm of Hickey and Evans. He stated he believed the Hospital District Resolution and the transfer of assets between the county and district warranted outside legal counsel. Commissioner Bousman said he did not believe immediate action was required and would like to take the proposal under advisement. No action was taken.
Janna Lee, Public Health, met with the Board to request a policy requiring face coverings for all persons over the age of 3 entering the Sublette County Public Health building, a building owned by Sublette County. It was moved by Commissioner Rawhouser, seconded by Commissioner Bousman, who made the stipulation that everyone understand the policy was for the building only and not a Commissioner mandated mask requirement. Motion carried.
Sue Briggs, New Fork Irrigation District, met with the Board to discuss issues between the Forest Service and the District. Chairman Burnett requested Commissioner Bousman and Matt Gaffney coordinate a letter of support for the District to the Forest Service from the County.
It was moved by Commissioner Rawhouser, seconded by Commissioner Noble to approve accounts payable. Motion carried.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC (CMP100053) to modify the Rainbow 5-31 Central Facility (F015712) with the addition of production equipment, with one reboiler overheads condenser and two smokeless combustion devices to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration unit, condensate tank, active produced water tank and pneumatic pumps, located in the SE1/4NW1/4 of Section 31, T30N, R107W, approximately twelve (12) miles southwest of Big Sandy, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 4066.8 tpy and a decrease in actual NOx emissions of 309.1 tpy. Therefore, Jonah Energy has met the offset requirements for VOCs and NOx.

NOTICE OF PRE-HEARING CONFERENCE
RELATING TO WATER RIGHTS
Docket No. IV-2020-3-3,
IN THE MATTER OF the petition filed by Patricia E. Burroughs, before the Wyoming State Board of Control, for a CHANGE OF POINT OF DIVERSION AND MEANS OF CONVEYANCE for a portion of the following appropriation for stock, domestic and irrigation water in Sublette County Wyoming:
A portion of the Julius Miller appropriation Permit No. 18722 diverting from the Hoback River tributary Snake River through the Julius Miller Ditch with a priority of April 15, 1936, to be changed to the Kilgore No. 1 Ditch.
If successful this petition would change the Point of Diversion of 35.5 acres from the Julius Miller Ditch approximately one-half mile downstream to the Kilgore No. 1 Ditch diverting from the same source of supply.
Said petition and map are on file with accompanying submissions at the central office of the State Board of Control in Cheyenne (777-6960), with a partial set of copies available for review at the Cokeville location of the State Engineer’s Office (279-3441). Questions about the reasons for which the petition has been filed may be addressed to the petitioner’s agent Surveyor Scherbel, LTD in Big Piney. (307-276-3347).
Said petition has been referred to the undersigned for a hearing as provided by Wyoming Statute § 41-3-114, the Wyoming Administrative Procedure Act (Wyoming Statutes §§ 16-3-101 through -115), and the Regulations and Instructions of the State Board of Control and the State Engineer.
NOW THEREFORE, a pre-hearing conference shall be convened on January 20, 2021, beginning at 11:00 A.M. at the State Engineer’s Office at 115 Park Street Cokeville, Wyoming, at which time the petitioner and anyone whose water right might be affected by the granting of said petition may appear telephonically (by calling 1-877-875-6073) and become a party to these proceedings. Interested parties may alternatively attend the conference in person in Cokeville. Attorney representation is allowed, although not required, but without an attorney a party can generally only represent himself or herself.
If you wish to protest, you must appear by telephone or in person at this pre-hearing conference. Failure of any interested person or entity to appear at this pre-hearing conference will foreclose any future opportunity to object or appear in this matter and may result in action which may adversely affect that person or person’s water rights interest. At the contested case hearing any party protesting the petition should be prepared to identify their water right(s) and show under oath and subject to cross-examination how the proposal would affect their water right(s) if the petition is ultimately granted by the Board of Control.
