OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
November 2, 2021
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bosman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltman, representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
The agenda was approved on motion by Commissioner Noble, seconded by Commissioner Stephens with the removal of the Executive Session and the addition of an update from Fire Warden, Shad Cooper instead. Motion carried.
The minutes of the preceding meeting on 10/19/21 were approved and ordered filed on motion by Commissioner Vickrey, seconded by Commissioner White. Motion carried.
Billy Pape, Road & Bridge, updated the Board on activities. He discussed purchasing millings left over from the Town of Pinedale that were left over from the airport project. Was directed to proceed with purchase as he saw fit.
Pape also discussed an increase in dump fees and recommended to the Board no increase at the present time.
Eric Sackett, Rio Verde Engineering, updated the Board on Cottonwood / Ryegrass. He stated he will have a change order next meeting to extend the time to complete the project.
Mary Lankford, representing the Centennial Committee, updated the Board on past and future activities.
Matt Gaffney, County Administrator, reported to the Board the FNRPA funding request of $28,300 had been approved and requested approval of Richard Stem’s contract by the Board upon final approval by the County Attorney’s office. Commissioner Noble made a motion to approve the contract, Commissioner White seconded the motion, motion carried.
Shad Cooper, Fire Warden, updated the Board on the final bid for a Wildland Fire Truck from Heiman Apparatus. Cooper reported $250,000 had been budgeted for the truck with the bid coming in significantly lower at $198,713 (including performance bond).
Jen Matosky – Extension Office – Requested permission to allow participants use of the barn for winter housing. The Board instructed her to coordinate with the County Attorney’s office regarding an agreement to address specific details.
Dennis Fornstrom – Planning & Zoning – Introduced his new Associate, Tess Sol. Fornstrom also presented two items for consideration:
• It was moved by Commissioner Noble, seconded by Commissioner Stephens to approve to application submitted by Jimmie Brost & Daryle Bennett requesting a Partial Vacation / modification to a Filed Subdivision Plat for property described as lots 1 and 4 of the Boulder 2nd Filing Subdivision.
• It was moved by Commissioner Noble, seconded by Commissioner Vickrey to deny the Proposed Signage Amendments presented by Chauncy Goodrich based on the recommendation by the Planning & Zoning Commission.
It was moved by Commissioner White, seconded by Commissioner Vickrey to recess to Executive Session pursuant to W.S. 16-4-405(a)(ix). Motion carried.
The Board reconvened in open session, no action to be taken.
It was moved by Commissioner Noble, seconded by Commissioner White to approve payroll in the amount of $972,934.78. Motion carried.
Commissioner White made a motion to approve accounts payable in the amount of $434,148.57. Motion carried.

A Surety Bond for Marilyn Jensen (Mosquito District) was approved on motion by Commissioner Noble, seconded by Commissioner Stephens. Motion carried.
Tax Roll Corrections from Mustang Resources (-347.57) and Hilcorp Energy Company (-17,010.66) were presented by Clerk Long for Assessor Illoway.
Old Business: It was moved by Commissioner Noble, seconded by Commissioner Vickrey to withdraw membership from the Coalition of Local Government. Motion carried.

The Town of Pinedale seeks professional candidates for a full time Planning and Zoning Administrator.
Under the direction of the Director of Public Works (DPW), this is a position of high responsibility which, plans, organizes, directs, and controls the operations and activities of the Planning and Zoning Department and assists with other functional areas of the town including but not limited to those relating to the Town’s Water and Wastewater systems, streets and sidewalks, rights of way, parking, signage, permitting, and development.
The position requires a working knowledge of Federal, State and Municipal regulations as related to building or developing within the Town. The salary range is $44,000 - $52,800 annually.
