The Board of County Commissioners met in regular session at the Marbleton Town Hall on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Dave Stephens, Sam White, Clayton Melinkovich, Matt Gaffney, Cali O’Hare representing The Pinedale Roundup, and Carrie Long, County Clerk, present. 

Chairman Bousman led those present in the Pledge of Allegiance.

The agenda was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried.

The minutes from the previous regular meeting held on October 4 were approved and ordered filed on motion by Commissioner Vickrey, seconded by Commissioner Stephens.  Motion carried. 

Billy Pape, Road & Bridge, updated the board on activities.  Multiple citizens attended to discuss the trailer restrictions at the Transfer Station. 

Eric Sackett, Rio Verde Engineering, updated the board on repair of culverts on the Cottonwood Project. 

Mike Jackson, Rio Verde Engineering, explained to the board that bids for the Skyline Drive project had come in $1.8 million above the engineers’ estimate.  Sublette County would be required to pay an additional $1.5 million if it desired to finish the project.  After discussion, Chairman Bousman requested Jackson get more information about options and find out if additional federal money would be available. 

Andre Irey, Maintenance, updated the board on projects and maintenance department activities. 

Jay Brower, Fairgrounds, updated the board on current activities. 

Abram Pearce, Town of Pinedale, introduced Riley Wilson as the new airport manager.  He also requested participation from the county, preferably from a commissioner, to sit on an advisory committee to work on the Pinedale Airport Master Plan. 

Phil Stevens, Big Piney Airport, updated the board on fuel sales and current activities. 

David Dailey, met with the board to request a speed limit reduction from 70 mph to 55 mph between Pinedale and the Cora intersection.  Chairman Bousman instructed Billy Pape to contact the Department of Transportation and request a study. 

Clayton Melinkovich, Deputy County Attorney, met with the Board to review the County Health officer contract at Commissioner Noble’s request.  Also present was Janna Lee, Public Health, and Dr. Fitzsimmons, County Health officer.  Lee explained to the board that Dr. Fitzsimmons was meeting his deliverables even though he is working in another town during the weekdays and requested he be allowed to finish his contract that goes through 2024.  No action taken. 

Accounts payable was approved on motion by Commissioner White, seconded by Commissioner Noble.  Motion carried.

A catering request by the Silver Spur Bar for an event to be held at the fairgrounds on 10/23/22 was approved on motion by Commissioner Noble, seconded by Commissioner Stephens.  Motion carried. 

A surety bond for Ashley Jones (Deputy Clerk for the Town of Marbleton) was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey.  Motion carried. 

Two tax exempt applications were presented for commissioner review from the assessor’s office or properties recently deeded to Sublette County.  The commissioners signed for an exemption on account R0013940 as a public right of way.  They opted to advise the assessor they would offer a lease extension for agricultural use on R0013881 and apply for agricultural tax rates since there is currently not a tax-exempt use of that land. 

Commissioners updated on Old Business. 

Elected officials, Emily Paravicini, Janet Montgomery, KC Lehr and Carrie Long discussed the County Administrator position and job description with the board.  Paravicini read a letter from Laila Illoway with her input on the discussion.  Billy Pape and Clayton Melinkovich also participated in the discussion.  Chairman Bousman instructed those present to bring proposals for the board to consider to the next regularly scheduled meeting on November 1.

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Sublette County Road and Bridge to modify the Doyle Pit by adding an additional 25.4 acres to the existing pit for a total of 65.44 acres, which will include sand and gravel crushing, screening, exposed acreage, stockpiling, haul activity and a hot mix asphalt plant. The Doyle Pit is located in the SW¼ SW¼ of Section 2, S½ SE¼ of Section 3 and NW¼ NE¼ of Section 10, T33N, R109W, approximately one (1) mile southeast of the United States Postal Service at 413 Pine Street, Pinedale, in Sublette County, Wyoming. The applicant estimates a maximum annual production of 50,000 tons. No blasting or concrete batch plants are planned for this site.

For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F022445 and permit number P0035701 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sublette County Library, Pinedale, Wyoming.  Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Sublette County Clerk’s Office, Pinedale, Wyoming.  In accordance with the Americans with Disabilities Act, special assistance or alternate formats will be made available upon request for individuals with disabilities.

Pursuant to the provisions of the Wyoming Environmental Quality Act and the Wyoming Air Quality Standards and Regulations, a public hearing relative to the requested issuance of an air quality permit for the proposed construction will be held in person at 6:00 pm, Wednesday,

December 14, 2022, in the Sublette County Library, Lovatt Room, located at 155 S Tyler Ave., Pinedale, in Sublette County, Wyoming.  All comments received by December 14, 2022 will be considered by the Division. 

The hearing will be conducted pursuant to the provisions of Chapter IX, Section 5 of the Rules of Practice and Procedure adopted by the Environmental Quality Council, and therefore, will not be conducted as a contested case.  The purpose of the hearing is to gather information concerning the emissions of air pollutants into the atmosphere and the impact of such pollutants on the ambient air quality.  The scope of the hearing will be limited to such issues in order for the Department of Environmental Quality to determine whether or not the applicable Air Quality Standards and Regulations will be violated as a result of the construction of the facility.

The comment period will end at the close of the public hearing on December 14, 2022.  Written comments may be directed to Nancy E.
