Notice is hereby given that the Wyoming Game and Fish Department, has accepted as complete, according to plans, specifications, and rules governing the same, the work performed under that certain Service Contract 05SC0408279 between the Wyoming Game and Fish Department, whose address is: 5400 Bishop Blvd., Cheyenne, WY 82006 and L and I Fence Construction, whose address is 1000 Crane Lane, Montpelier, ID 83254 for the work performed, materials, equipment, or tools furnished or used and services rendered for the substantial completion of the boundary fence at the Half Moon Wildlife Habitat Management Area and the contractor is entitled to final settlement therefore; that the Wyoming Game and Fish Department will cause said Contractor to be paid the full amount due him under said contract on December 9, 2020. PUBLIC NOTICE
In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules and Regulations, Sublette County has submitted an application for a major permit amendment for the Marbleton #2 Landfill.
This facility will provide for the disposal of municipal solid waste (MSW) and construction and demolition waste (C&D) which have been generated within Sublette County, LaBarge and Opal regions of Lincoln County. The 240 acre facility is located approximately 2.5 miles east of Marbleton, Wyoming. More specifically, this facility is located in the Section 22, Township 30 North, Range 111 West, in Sublette County, Wyoming. The net remaining airspace available for MSW is calculated at 12,600,100 cubic yards and 8,944,400 cubic yards for C&D. The estimated life of this facility is 474 years for MSW.
The purpose of the major permit amendment application is to allow the operator of this facility to increase the site life by modifications in the engineering containment cell design that will result in a total design capacity of 21,544,500 cubic yards.
The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has issued a proposed permit for this facility. Copies of the major permit amendment application, the DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Lander office 510 Meadowview Drive, at the Sublette County Library 155 S. Tyler Ave, and the Sublette County Clerk’s Office at 21 South Tyler St in Pinedale.
Any interested person has the right to file written comments, including objections on the proposed permit. The period for providing written comments on the proposed permit, shall begin on November 6, 2020 and end on December 13, 2020. Any written comments must be received by 5:00 PM on the last day of the notice period. Comments must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002.

The Sublette County Predatory Animal Management Board will hold its annual meeting on Friday, December 11, 2020 at 2 p.m. in the commission meeting room of the Sublette County Courthouse in Pinedale. Directors representing livestock interests will be elected at the meeting, and the board will set the budget and operational plan for the year.

PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE GREEN RIVER
The Wyoming Department of Environmental Quality (WDEQ) has received a request from Jorgensen Associates P.C. on behalf of Wapika Ranch for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #14 and Regional General Permit 9202-06, for discharge of dredged or fill material to the Green River and adjacent wetlands south of Daniel, Wyoming. The purpose of the project is to construct an access road and a boat ramp. This segment of the Green River and adjacent wetlands are designated Class 1 waters where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances.
Proposed activities include construction of an improved road to the north end of the ranch that is currently inaccessible to most vehicles. The road would be approximately 1.6-miles in length crossing wetlands adjacent to the Green River at seven locations. In addition, a boat ramp and associated access area will be constructed along the Green River. These activities will result in the loss of 0.35 acre of wetland. The plan includes compensatory wetland mitigation on-site to compensate for wetland losses.

PUBLIC NOTICE
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Questar Gas Company d/b/a Dominion Energy Wyoming (Dominion or the Company), for approval of the 2021 year budget for Energy Efficiency Programs.
Dominion is a public utility as defined by Wyo. Stat. § 37-1-101(a)(vi)(D), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.
On October 29, 2020, Dominion submitted its Application requesting approval of its 2021 year budget and modification to the ThermWise® Energy Efficiency Programs pursuant to Wyo. Stat. § 37-2-121, Commission Rule Chapter 3, Section 21, and the Commission’s Order issued on February 6, 2013, in Docket No. 30010-119-GT-12 (Record No. 13321).
Dominion proposes continuing the five existing ThermWise® Energy Efficiency Programs (Programs). The five programs are the: [i] Appliance Rebates Program; [ii] Builder Rebates Program; [iii] Business Rebates Program; [iv] Home Energy Plan Program; and [v] Weatherization Rebates Program.
The Company proposes the addition of dual-fuel heating systems and energy recovery ventilation to the existing mix of rebate-eligible equipment in the Appliance Rebates Program in 2021. The Company proposes to offer an $800 rebate for single family homes and a $450 rebate for multifamily properties that purchase and install dual-fuel heating systems. The Company proposes to change the rebate efficiency standard for the current fireplace rebate measure from annual fuel utilization efficiency (AFUE) to fireplace efficiency (FE) in 2021.
Under the Builder Rebates Program, the Company proposes to add the dual-fuel heating system and energy recovery ventilation rebates, make the change from AFUE to FE for fireplaces in 2021 and eliminate the builder rebate credit. Under the Business Rebates Program, the Company proposes to add the dual-fuel heating system rebate. The Company proposes no major changes to the Home Energy Plan or the Weatherization Rebates Program.
Dominion projects the total 2021 budget for the Programs and Market Transformation Initiative to be $163,593, a decrease of 23% from the 2020 budget. Dominion states the requested budget decrease is due to lower expected participation in the 2021 Wyoming ThermWise® programs and expected reductions in administrative and rebate processing costs in 2021, which the Company attributes to the lingering impacts of COVID-19. The Company projects a total natural gas savings at 5,863 Dth/year, 28% below its projected 2020 natural gas savings estimate.

Notice is hereby given that the Town of Pinedale is accepting Bids for the purpose of engaging with a controls contractor to replace outdated hardware and to perform an upgrade of the existing iFix SCADA servers(s) installed as part of the Water/Wastewater control and monitoring systems. This includes a SCADA server with webspace and historian installed at the wastewater treatment plant and a view node installed at the Fremont Lake water treatment facility. Interested parties must be able to provide all items associated with the scope of work as described in the project documents. Sealed bids for the project will be received at the office of the Town Clerk, Town of Pinedale , PO Box 709, located at 69 Pinedale South Road, Wyoming, 82941 (Town Hall) until Monday, November 16, 2020 at 4 P.M. mountain time. Bids shall be delivered according to the Request for Bid. The Request for Bid package may be obtained at Town Hall or by email.
