Pursuant to W.S. § 16-6-116, notice is hereby given that the Town of Pinedale has accepted the work on Ralph Wenz Field-Expand E GA Apron Project, State No. APNA013B, as substantially completed according to the plans and specifications and rules set forth in the Contract, and that Avail Valley Construction – WY, LLC is entitled to final settlement therefore. Upon the 41st day, November 11, 2021, after the first publication of this notice, that the Town of Pinedale, under whose direction of supervision the work has been carried out, will pay to Avail Valley Construction – Wy, LLC the full amount due under the Contract. All persons, firms, or corporations who have any claims for work done or materials furnished on said public work are hereby notified that final payment will be made to Avail Valley Construction – WY, LLC in accordance with the terms of the Contract dated June 28, 2021. OFFICIAL COUNTY COMMISSIONERS’ PROCEEDINGS
September 7, 2021
The Board of County Commissioners met in regular session in the Commissioners Meeting Room of the Sublette County Courthouse on this date at 9:00 a.m. with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Matt Gaffney, Clayton Melinkovich, Brady Oltman, representing the Pinedale Roundup, and Carrie Long, County Clerk, present.
The agenda was approved on motion by Commissioner Noble, seconded by Commissioner Vickrey with the addition of Fire Warden, Shad Cooper during old business. Motion carried.
The minutes were approved and ordered filed on motion by Commissioner Stephens, seconded by Commissioner Vickrey. Motion carried.
Billy Pape, Road & Bridge Superintendent, reviewed several items with the Board
• The Board agreed to a live auction to dispose of 16 county vehicles. Commissioner Stephens agreed to conduct the auction at no charge on September 25, starting at 9:00 a.m.
• A motion was made by Commissioner Vickrey to accept Spring Gulch and Big Loop roads as Class I county roads contingent on approvements made to bring the roads to standards required by Road & Bridge Superintendent, Billy Pape. Commissioner Stephens seconded the motion. The motion passed with an affirmative vote from 3 Commissioners. Commissioner White recused by conflict of interest and Commissioner Noble voted nay.
• Commissioner Noble made a motion to approve the modification of U.S. Forest Service agreement #16-RO-11040306-064 to extend the period of performant to 9/13/21 for the continuation of work in the original agreement. Commissioner Vickrey seconded the motion. Motion carried.
• It was moved by Commissioner Noble, seconded by Commissioner White to give Billy Pape authority to sign lease documents on behalf of Sublette County for Caterpillar Equipment. Motion carried.
Matt Gaffney, County Administrator, reviewed several items:
• It was moved by Commissioner White, seconded by Commissioner Stephens to adopt the draft Federal & State land Use Policy as prepared by DJ&A. P.C. Motion carried.
• The Memorandum of Understanding between Sweetwater, Sublette and Lincoln Counties for county based veteran services for FY 2021-22 was approved on motion by Commissioner Noble, seconded by Commissioner Stephens. Motion carried.
• The SIRS Participation Agreement with Sublette County Conservation District was approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
Janna Lee, Public Health, updated the Board on Covid cases and requested the addition of a part time person. The Board instructed Lee to hire as she needed within her budget.
Andre Irey, Maintenance Superintendent, requested direction from the Board regarding Handicap Ramps at Rendezvous Point. The Board instructed him to install as he believes necessary.
Rich Greenwood with Greenwood Mapping updated the Board on the redistricting process and status as of the Joint Corps meeting on September 3. Chairman Bousman requested Clerk Long to keep the Board apprised as the process moves forward.
Shad Cooper, Fire Warden, recommended the Board lift the current fire restrictions. It was moved by Commissioner Noble, seconded by Commissioner Stephens to lift the fire restrictions effective midnight Sept 7. Motion carried.
Payroll, in the amount of $1,000,434.18 was approved on motion by Commissioner Stephens, seconded by Commissioner Noble. Motion carried.

It was moved by Commissioner Noble, seconded by Commissioner White to approve a catering permit for the Boulder Bar & Grill for an event at the Box R Ranch on 9/4/21. Motion carried.
Surety Bonds for Skylar Wilson (Surveyor, County of Sublette) and Kellie Sellers (Treasurer, County of Sublette Weed & Pest Board) were approved on motion by Commissioner Noble, seconded by Commissioner White. Motion carried.
Laila Illoway, Assessor, presented an abatement from Mustang Resources, LLC in the amount of $5,101.26.
The Board discussed and agreed to move the next regularly scheduled meeting from Tuesday, September 21 to Monday, September 20 due to a conflict with travel time to Gillette for county officer meetings.
Commissioners discussed old business.

The Town Council of the Town of Pinedale met in regular session on Monday, September 13, 2021, in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Matt Murdock at 5 p.m. Council members present: Tyler Swafford, Dean Loftus, Judi Boyce and Isaac Best. Those in attendance included: Brian Gray, representing Jorgensen Associates; Robert Galbreath, representing the Pinedale Roundup; Max Lockett; John Douglas; Chauncey Goodrich; Ryan Linnemeyer; Town Attorney, Ed Wood; and Town Employees, Abram Pearce and Ronnie Tambourine.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to amend the agenda as presented. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Best to approve the minutes of the August 23, 2021, regular Town Council meeting after amending paragraph 4 to include the meeting date and changing the vote to 5-0. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Swafford to approve the minutes of the September 2, 2021 special Town Council meeting as presented. Seconded by Councilman Loftus. Motion passed 5-0.
Councilman Loftus stated that the parks and ballfields look great and thanked staff for their hard work.
Councilman Swafford reported that Main Street Pinedale will begin work on the community calendar again.
Abram Pearce, Director of Public Works, reported that the Children’s Discovery Center has withdrawn their request for a plat re-alignment.
Changes to the Town’s rate resolution were discussed. No action was taken. The proposed changes will be presented at the next Town Council meeting on September 27, 2021.
Motion by Councilman Loftus to approve Change Order Number 3 to the Expand E GA Apron Project, reducing the cost in the amount of $17,206 for a total contract price of $2,466,760.35. Seconded by Councilman Swafford. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the annual Sensus service contract from Ferguson in the amount of $12,365. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Loftus to un-table Ordinance 686. Seconded by Councilman Swafford. Motion passed 4-1. Councilman Best, nay.
Motion by Councilman Loftus to approve on third read, amending Article XXXIX of Chapter 475 concerning food vendors in its entirety. Seconded by Councilman Swafford. Motion passed 4-1. Councilman Best, nay.

The ordinance number for the Recreational Resort Development District should be 692 rather than 691, which is already being used.
After a discussion and suggested changes; motion by Councilman Swafford to approve Ordinance 692 on first read, an ordinance of the Town of Pinedale, Wyoming creating article XVIIB of the Pinedale Municipal Code to establish the Recreational Resort Development District within the Town of Pinedale and setting out the uses allowed therein. Seconded by Councilwoman Boyce. Motion passed 5-0.
