ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the Ralph Wenz Field – Expand E GA Apron Project, will be received, by the Town of Pinedale, at the office of the Airport Manager, at 9357 Highway 191, Pinedale, Wyoming, until 2:00 PM local time on October 22, 2020 at which time the Bids received will be publicly opened and read.
The project will include the design, bidding, and construction of the Expand E GA Apron Project which includes earthwork, grading, P-209 base course, P-401 asphalt, striping, concrete work, removal of the existing fuel farm and installation of a new fuel farm. Bid Package A will consist of the main apron expansion work and Bid Package B will consist of the new fuel farm work. Bids will be evaluated for each Bid Package and awarded to the lowest responsive bidder for each package individually.
No bids will be received after the specified hour and date and may not be withdrawn after the time fixed for opening them. The owner reserves the right to waive irregularities in the bids and reject any and all bids. No bids will be considered in which the Proposal, Specifications or any provisions have been modified.
Bids will be received for up to two prime Contracts (may be one prime contract if one Contractor is low bid for both bid packages). Bids shall be on a unit price basis, as indicated in the Bid Form. The bidder must supply all information required by the bid or proposal forms and specifications.
Each bid must be accompanied either by a certified check, payable to the Town of Pinedale in the amount of five percent (5%) of the bid, or by a Bid Bond in a like amount and executed by an approved surety company. The check or bond will be retained by the Owner as liquidated damages if the successful bidder refuses or fails to enter into contract and performance bond in accord with his bid within fifteen (15) days after date of notification of award.
Minimum wage rates as established by the Secretary of Labor are applicable to the work performed on this project.
The Issuing Office for the Bidding Documents, consisting of Project Manual and Plan Set, is: T-O Engineers, 502 33rd Street, Cody, WY 82414. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Thursdays between the hours of 8:00 and 5:00 and Fridays between the hours of 8:00 and 12:00 and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Interested bidders must obtain the Bidding Documents from the T-O Engineers Online Planroom at www.to-engineersplanroom.com. Bidding Documents may be ordered in hard copy format for purchase at cost (nonrefundable). Electronic Bidding Documents in PDF format may be downloaded for no cost. To be placed on the planholders list, bidders must register at www.to-engineersplanroom.com.
Bids may not be withdrawn after the time fixed for submitting them. The Owner reserves the right to waive irregularities in the bids and reject any and all bids.
The Town of Pinedale, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The Bidder is hereby notified that this project is subject to FAA Federal Contract Provisions, including, but not limited to: Buy American Preference, Foreign Trade Restriction, Davis Bacon, Affirmative Action, Government-wide Debarment and Suspension, and Government-wide Requirements for Drug-Free Workplace.
Pre-Bid Conference will be held on October 6, 2020 at 1:00 PM at the airport with a site inspection. Attendance is not mandatory; however it is highly encouraged.

PUBLIC NOTICE
The Wyoming Public Service Commission (Commission) has given Pinedale Natural Gas, Inc. (PNG or the Company), authority to pass on to its customers through its Commodity Balancing Account (CBA) an increase in its wholesale natural gas commodity costs of $0.51 per decatherm, effective on and after September 29, 2020.
The proposed wholesale gas pass-on increase is attributable to: [i] a projected wholesale gas cost of $0.335 per therm resulting in an increase of $0.102 per therm; and [ii] a CBA surcharge of $0.001 per therm is a decrease from a surcharge of $0.052. The Company proposes to amortize the projected August 31, 2020, under-collected CBA balance of $2,130, using projected annual 2020 sales of 234,000 Dth.
A typical residential gas customer using 101 therms per month for the rate-effective period of September 29, 2020, through March 29, 2021, may expect a monthly gas bill increase of $5.13 or 6.27%, before taxes. Actual bills will vary with usage.
PNG’s Application is on file at the Commission’s offices in Cheyenne, Wyoming, and in the Company’s Pinedale, Wyoming, business office; and any interested person may inspect the Application during regular business hours.
