Lots Fifteen (15) and Sixteen (16) of the Amended Lots Two (2), Three (3) and Four (4) of the Redstone Eigth Addition to the Town of Pinedale, Sublette County, Wyoming as set out on that plat map recorded in the Office of the County Clerk of Sublette County on January 5, 2006 in Book 80 of Misc., Page 507; TOGETHER WITH all improvements and appurtenances thereunto appertaining. SUBJECT TO reservations and restrictions contained in the United States patents, to easements and rights-of-way of record or in use, to prior mineral reservations of record and to all other matters of public record.

This Application prayed that the Court, after due and proper publication as required by statute, enter its Decree of Summary Distribution of Real Property herein and that said Decree set over all of the interest of the Decedent, QUIRINO JAMES GALVEZ, in and to the above described property to CONNIE J. GALVEZ, Trustee of THE GALVEZ FAMILY REVOCABLE TRUST OF 2001, dated 1/16/01. The Board of County Commissioners met in regular session in the Lovatt Room of the Sublette County Library on this date with Joel Bousman, Tom Noble, Doug Vickrey, Sam White, Dave Stephens, Clayton Melinkovich, Matt Gaffney, Brady Oltmans representing the Pinedale Roundup and Carrie Long, County Clerk, present. 

Chairman Bousman led those present in the Pledge of Allegiance.  He then read Ragged Old Flag by Johnny Cash in observance of Memorial Day. 

It was moved by Commissioner Vickrey, seconded by Commissioner White to approve the agenda as presented.  Motion carried. 

The minutes from the preceding meeting on May 18 were approved and ordered filed on motion by Commissioner White, seconded by Commissioner Stephens.  Motion carried.

Billy Pape, Road & Bridge Supervisor, updated the Board on activities.  He also introduced Phil Vrska, representing the American Legion with a request of donation of the little cabin that was used at the Transfer Station and is currently stored at a Road & Bridge facility.  It was moved by Commissioner Stephens, seconded by Commissioner Noble to donate the building to the American Legion.  Motion carried. 

Matt Gaffney, County Administrator, presented Lodging Tax funds and Visitor Center options to the Board.   Chairman Bousman instructed Gaffney to put the discussion back on the agenda for the next Commission meeting. 

Commissioner White made a motion to approve a letter to Patricia O’Connor, Forest Supervisor with the Bridger-Teton National Forest regard the Bighorn Sheep Forest Plan Amendment.  Commissioner Noble seconded the motion and Chairman Bousman signed the letter. 

Shad Cooper, Fire Warden, met with Board to discuss bids for proposals to maintain the S.I.R.S. radio system.  Cooper stated the proposal from Dave Smith with Dave’s Electronics was the lowest at $182,529.96.  Cooper stated he believed the bids should have been much lower and recommend the Board reject all bids and release another RFP.  Sheriff Lehr stated he recommend the Board accept the bid from Dave’s Electronics.  It was moved by Commissioner Noble, seconded by Commissioner Vickrey to accept the bid submitted by Dave’s Electronics.  Dave Smith stated the Commissioners were on their own and he quits.  Chairman Bousman stated Dave Smith had withdrawn his bid.  It was moved by Commissioner Noble, seconded by Commissioner Stephens to table the motion.  Motion carried. 

It was moved by Commissioner Noble, seconded by Commissioner Stephens to adjourn to Executive Session pursuant to W.S. 16-4-405(a)(iii) – possible litigation.  Motion carried. 

Regular session reconvened with no action taken in Executive Session. 

Mike Christie, I.T. Administrator, updated the Board on internet proposal from Union.  He stated the current provider, Luman, has not responded to requests for bids.  It was moved by Commissioner Noble, seconded by Commissioner White, to move forward with the Union proposal.  Motion carried. 

Dennis Fornstrom, Planning & Zoning, met with the Board to review two requests. 

• Commissioner Noble made a motion to approve the application from JOM, LLC, (Wind River View Campground) proposing a Change of Zoning District Boundary pursuant to Chapter VIII, Section 2, of the Sublette County Zoning and Development Regulations.  The application proposes the Change of Zoning District Boundary for portions of the SENE/4 of Section 8, T32N, R108W, of the 6th PM Sublette County, Wyoming, being located at 8889 US HWY 191, near Boulder, WY.  The proposed Change of Zoning District Boundary would reclassify this 10-acre parcel from the current (RS-1) Recreational Service District to the proposed (CH-1) Highway Commercial Zoning District. Commissioner White seconded the motion.  Motion carried, with Commissioner Vickrey and Commissioner Stephens voting nay.   

• It was moved by Commissioner White, seconded by Commissioner Vickrey to approve the proposed Short-Term Rental regulations as presented by Sublette County Planning & Zoning.  Motion carried. 

Payroll, in the amount of $1,012,784.33, was approved on motion by Commissioner Vickrey, seconded by Commissioner White.  Motion carried.

Two catering permits were approved on motion by Commissioner White, seconded by Commissioner Stephens, for 4T’s LLC, dba Waterhole #3, for 5/22/21 and 6/26/21, both events to be held at the Fairgrounds.  Motion carried. 

It was moved by Commissioner Noble, seconded by Commissioner Stephens to approve the bond for Shannon Harris, Superintendent of Sublette County School District #1.  Motion carried.

ANNUAL APPROPRIATION ORDINANCE FOR

THE FISCAL YEAR ENDING JUNE 30, 2022

BE IT ORDAINED BY THE GOVERNING BODY OF THE TOWN OF PINEDALE, SUBLETTE COUNTY;

1. That the following sum of money is anticipated as cash on hand and revenue for the Town of Pinedale for the fiscal year beginning July 1, 2020 and ending June 30, 2021.

Cash on Hand at 05/01/2021: $16,605,682.09 Revenue: See attached budget document.

2. The following sums of money are hereby appropriated to defray the expenses and liabilities of the Town of Pinedale, Wyoming for the fiscal year beginning July 1, 2021 and ending June 30, 2022.

Expenditures: See attached budget document.

3. The amount of general taxes upon all property within the Town of Pinedale, to provide for the current expenses of the Town is 8 mill; The Town Clerk shall under supervision of the Mayor, certify the foregoing amounts of money to be collected by taxes upon all property within the Town of Pinedale to the County Clerk of Sublette County, Wyoming;

The Town of Pinedale will hold a public hearing on Monday, July 12, 2021, at 5 p.m. in the Lovatt Room of the Sublette County Library, 155 South Tyler Avenue, in Pinedale, in accordance with W.S. 15-1-405 regarding the proposed Pinedale Cemetery annexation to the Town of Pinedale.  This notice includes a copy of the Proposed Annexation Report required by W.S. 15-1-402(c) as follows:

ANNEXATION REPORT

PINEDALE CEMETERY ANNEXATION

In accordance with W.S. 15-1-402, the following is reported:

1. A map of the area of the proposed Pinedale Cemetery Annexation to the Town of Pinedale, Sublette County, Wyoming is attached.

2. The total estimated cost of infrastructure improvements required of the landowner by the annexing municipality:  There are no costs required of the landowner as a result of the annexation.  Any infrastructure improvements will be made at the election of the landowners within the annexed area and will not be required.

3. A list of basic and other services customarily available to residents of the Town of Pinedale and a timetable when these services will reasonably be available to the area proposed to be annexed is as follows:  customary services - water, sewer and street maintenance.  Timetable – water, sewer and street maintenance services will be immediately available upon annexation.
