Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC to modify Air Quality Permit P0025167 to increase the maximum allowable horsepower for the existing engines and to increase the number of engines authorized. Jonah Energy LLC is requesting the installation and operation of up to ten (10) portable natural gas-fired mini compressors or gas lift engines (ENG001-ENG005, ENG007-ENG011), each with a maximum horsepower not to exceed 249 hp (site rated). The portable engines will operate within the Jonah and Normally Pressured Lance (NPL) fields in Sublette County, Wyoming. PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE GREEN RIVER
The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Game and Fish Department for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #27 and Regional General Permit #9202-06, for discharge of dredged or fill material to the Green River near Daniel, Wyoming. The purpose of the project is to stabilize banks and enhance habitat through channel restoration along with boat access renovation at the Daniel public access area. This segment of the Green River is designated a Class 1 water where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities would result in permanent placement of approximately 3,550 cubic yards of fill that will impact 0.07 acre of wetland. It is anticipated the project will result in a net gain of 0.18 acre of wetland.
Requests for information about the proposed water quality certification should be directed to Eric Hargett by email (eric.hargett@wyo.gov) or phone (307-777-6701). Written comments must be addressed to Eric Hargett, Wyoming DEQ/WQD, 200 W. 17th Street – 4TH floor, Cheyenne, WY, 82002, and be postmarked on or before 5:00 p.m. on June 4, 2021 to be considered. Electronic comments may only be submitted through and accepted by the Wyoming DEQ comment portal provided at http://wq.wyomingdeq.commentinput.com/. Phone comments will not be accepted. PROPOSED TEMPORARY TURBIDITY INCREASE IN THE GREEN RIVER
The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Game and Fish Department for a temporary increase in turbidity in the Green River near Daniel, Wyoming. The temporary increase in turbidity is associated with proposed channel restoration and boat access improvements at the Daniel public access area.
Activity in cold water streams like the Green River are normally limited to a ten (10) NTU increase over background. Approval of this request would allow an exceedance of this limit for up to ten (10) total working days, subject to monitoring and reporting. This activity will follow the procedures in Chapter 1, Section 23(c)(ii), of the WDEQ Water Quality Rules and Regulations, which allow for temporary elevated levels of turbidity in certain circumstances. The applicant has applied for a U.S. Army Corps of Engineers 404 permit for the project.
Requests for information about the proposed temporary turbidity increase should be directed to Eric Hargett by email (eric.hargett@wyo.gov) or phone (307-777-6701). Written comments must be addressed to Eric Hargett, Wyoming DEQ/WQD, 200 W. 17th Street – 4TH floor, Cheyenne, WY, 82002, and be postmarked on or before 5:00 p.m. on June 4, 2021 to be considered.
