HOBACK RANCHES SERVICE and IMPROVEMENT DISTRICT

Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Ultra Resources, Inc. (CMP000768) to modify the Mesa 6-16 PAD (F013530) with the addition of production equipment, located in the SE1/4NW1/4 of Section 16, T32N, R109W, approximately six (6) miles west of Boulder, in Sublette County, Wyoming. A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted. Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx. Permitting actions to date have resulted in a decrease in actual VOC emissions of 635.7 tpy and a decrease in actual NOx emissions of 596.7 tpy. Therefore, Ultra Resources, Inc. has met the offset requirements for VOCs and NOx.
For the duration of the public comment period, the permit application, the agency’s analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F013530 and permit number P0034587 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Sublette County Library, Pinedale, Wyoming. INVITATION FOR BIDS
Sealed bids, entitled “Bondurant Cemetery Irrigation System, Bondurant, Wyoming” will be received by Upper Green River Cemetery District, PO Box 1931, Pinedale, WY 82941 until 2:00 P.M. local time on April 26, 2022 in accordance with the plans, specifications and other contract documents.
At said place and time, and promptly thereafter, all proposals that have been duly received will be publicly opened and read aloud. No bid may be withdrawn within a period of sixty (60) days after the scheduled time for the opening of bids.
The scope of the project shall generally include, but not necessarily be limited to:
1. Irrigation system installation and trench restoration.
A pre-bid conference will not be held. However, bidders are encouraged to visit the site prior to submitting a bid. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.
Plans and specifications may be examined in the Upper Green River Cemetery District Office or in the Architect's Office. Copies of said documents may be obtained from the Landscape Architect, Steiner Thuesen PLLC, 1925 Grand Avenue #105, Billings, MT 59102, telephone 406-252-5545 or nathan@steinerthuesen.net. Digital copies are provided at no charge. Hard copies can be provided for a non-refundable reproduction charge of $100.00 per set, shipping charges may apply. Project Manager is Nathan Steiner. All bidders must be on the planholders list to submit a bid.
Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to Upper Green River Cemetery District, in an amount not less than five percent (5%) of the total amount of the bid. Successful bidder(s) shall furnish an approved Performance Bond, Labor and Material Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be obtained by the successful bidder(s) and a certificate of that insurance shall be provided.
The right is reserved to reject any or all proposals received, to waive informalities in the bids, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the OWNER. In accordance with the provisions of Wyoming Statute Annotated §16-6-101, et seq., preferences are hereby given to contractors residing in Wyoming and to materials, supplies, agricultural products, equipment, machinery, and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state. Any bidder claiming preference must submit evidence of Wyoming residency as defined in Wyo. Stat. Ann. §16-6-101.

The Town Council of the Town of Pinedale met in regular session on Monday, March 14, 2022, in the Lovatt Room of the Sublette County Library.
The meeting was called to order by Mayor Murdock at 5 p.m. Council members present: Tyler Swafford, Judi Boyce, Isaac Best, and Dean Loftus. Those in attendance included: Brian Gray, representing Jorgensen Associates; Robert Galbreath, representing the Pinedale Roundup; Max Lockett; Town Employees Abram Pearce, Spencer Hartman, and Chad Mitchell; and Town Attorney, Ed Wood.
Mayor Murdock led those present in the Pledge of Allegiance.
Motion by Councilman Swafford to approve the agenda after adding E9; Mayoral Appointments to the Pinedale Travel and Tourism Commission (PTTC) and Sublette County Visitors Center (SVC) Board. Seconded by Councilwoman Boyce Motion passed 5-0.
Motion by Councilwoman Boyce to approve the minutes of the February 28, 2022, regular Town Council meeting. Seconded by Councilman Best. Motion passed 5-0.
Mayor Murdock introduced Chad Mitchell, the Town’s new Planning & Zoning Administrator.
Motion by Councilman Loftus to approve partnering with the Sublette County Library regarding the proposed Story Stroll grant in Boyd Skinner Park pending the approval of an MOU to be written by Ed Wood and presented to both parties. Seconded by Councilman Swafford. Motion passed 4-0-1. Boyce abstained.
Motion by Councilwoman Boyce to approve the proposed Intended Use Plan updates to the State Loan Investment Board. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilman Swafford to approve the purchase of 12 water meters and 12 AMRs from Ferguson, in an amount not to exceed $5,000. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Swafford to approve the Concurrence of Award for the 2022 Road Maintenance Project. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Swafford to approve the 2022 Road Maintenance Project potential MOU with Sublette County with the scope of work reduced to the currently budgeted amount of $120,000 until a budget change resolution allows for passage of the full amount. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Best to approve the purchase of 10 water meter pits and associated parts from Dana Kepner, in an amount not to exceed $16,000. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilman Swafford to approve the variance request submitted by Craig & Nancy Ritschel for a setback variance at 825 Driftwood Street. Seconded by Councilman Loftus. Motion passed 5-0.
Motion by Councilwoman Boyce to approve Ralph Wenz Field Hangar Lot Leases to Cowan, Stearns, McGinnis, and Reed. Seconded by Councilman Best. Motion passed 5-0.
Motion by Councilman Swafford to approve the Pinedale Fine Arts Council Temporary Use Permit application date change from August 5, 2022, to August 12, 2022. Seconded by Councilwoman Boyce. Motion passed 5-0.
Motion by Councilwoman Boyce to approve the appointment of Chauncey Goodrich to the PTTC until June 30, 2025. Seconded by Councilman Loftus. Motion passed 5-0.

Motion by Councilman Best to approve Ordinance 699, on first read, an Ordinance of the Town of Pinedale, State of Wyoming, repealing Ordinance 688 of the Pinedale Municipal Code relating to the cemetery annexation to the Town of Pinedale, Wyoming. Seconded by Councilman Loftus. Motion passed 5-0.

ORDINANCE NO. 698
AN ORDINANCE OF THE TOWN OF PINEDALE, STATE OF WYOMING, ANNEXING ADJACENT AND CONTIGUOUS LAND (PINEDALE CEMETERY ANNEXATION) TO THE TOWN OF PINEDALE, WYOMING, AND ESTABLISHING ZONING THEREFOR.
WHEREAS, all the owners of the real estate described herein, have signed and filed with the Town a petition requesting annexation and zoning of said real estate; and
WHEREAS, after notice and hearing as required by law, the Town Council has, by resolution duly adopted on 7/12/21 found and certified that the conditions required by W.S. Sections 15-1-402 and 15-1-403 exist, and that annexation of the real estate is authorized by law;
BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF PINEDALE:
SECTION 1. The following described real estate located in Sublette County, Wyoming, is hereby added to, taken into, annexed to and made a part of the Town of Pinedale, Wyoming, to-wit:
A Parcel of Land located within the NE¼ of the SW¼ of Section 34, Township 34N, Range 109W, of the 6th P.M., Sublette County, Wyoming; being more particularly described as follows:

SECTION 3. The annexed property is hereby zoned R-2A.
SECTION 4. The zoning map is hereby amended to reflect the zoning classification of the annexed property.
This Ordinance shall be in full force and effect from and after passage on three readings and publication according to law.
