PLEASE TAKE NOTICE that the Plaintiff has filed with the 9th District Judicial Court, Sublette County, State of Wyoming, a Complaint for Judicial Foreclosure of property secured by a Mortgage.  This action pertains to the following property located at 85 Hwy 354, Daniel, WY 83115, more particularly described as follows:

Plaintiff is requesting the following in its Complaint:

A. Quiet title judgment declaring that all interest in the property held by Paul H. Riggs was transferred to Susan Riggs upon his death on December 30, 2013;

B. Quiet title judgment confirming Plaintiff is fully secured in the property as of the date of the recording of the Mortgage;

C. Quiet title judgment confirming Paul H. Riggs holds no interest in the property and full and complete title will transfer to the party who successfully purchases the property at the foreclosure sale;

D. A judgment in favor of Plaintiff on its claim for declaratory relief, declaring that Plaintiff is the Mortgagee of the Mortgage;

E. An order of sale and decree of foreclosure of the Property in accordance with Wyoming law, where (i) the Plaintiff is to provide such publication and notice as is required pursuant to W.S. § 1-18-101, (ii) the Plaintiff is permitted to be a purchaser at the foreclosure sale and is permitted to “credit bid” the amount owed to it, (iii) when any time for redemption has elapsed, the Sheriff or other officer conducting the sale shall execute a deed to the purchaser of the Property at the sale and that the purchaser be let into possession of the Property on production of said deed;

F. Attorney's fees and costs to Plaintiff in its enforcement of its rights and remedies prior to and during this litigation, including all fees incurred up and until the date of foreclosure; and 

G. Such other and further relief as the Court deems just and equitable under the circumstances.

(CMP000768) to modify and operate the Stewart Point 16-6 PAD (F023623) by updating the equipment list, with two reboiler overheads condensers and one smokeless combustion device to control volatile organic compound and hazardous air pollutant emissions associated with the dehydration units, located in the SE1/4SE1/4 of Section 6, T33N, R109W, approximately two (2) miles west-southwest of Pinedale, in Sublette County, Wyoming.  Ultra Resources, Inc. has met the demonstration requirements under Chapter 6, Section 2(c)(ii) for this permitting action since current emissions are less than emissions during the baseline period.  VOC emissions have decreased 1.7 TPY from the baseline period and NOx emissions have decreased 1.5 TPY from the baseline period.  These reductions have been added to Ultra Resources, Inc.’s offset bank to use for future permitting actions.

CHAPTER 6, SECTION 2 CONSRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE:  In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by Jonah Energy LLC to renew authorization for the use of fourteen (14) existing portable 40 hp Capstone C30 microturbines to be utilized as either ambient cooler, rod pump/hydraulic lift, VRU driver, or generator engines within the Jonah and Normally Pressured Lance (NPL) fields in Sublette County, Wyoming.  A Chapter 6, Section 2(c)(ii) demonstration in accordance with the Division’s Interim Policy has been conducted.  Emission offset requirements, if applicable, have been applied to this permitting action at a ratio of 1.5:1.0 for VOCs and 1.1:1.0 for NOx.  Permitting actions to date have resulted in a decrease in actual VOC emissions of 4,321.1 tpy and a decrease in actual NOx emissions of 402.1 tpy.  Therefore, Jonah Energy LLC has met the offset requirements for VOCs and NOx.

CONTRACTORS shall be required to accompany each bid with a BID Bond with sufficient surety, or a certified check, cashier’s check or bank draft upon some reputable bank payable to Sublette County for at least ten (10) percent of the total amount of the BID.  The bond, check or bank draft shall be forfeited as liquidated damages, if the CONTRACTOR, upon the letting of the contract to him, fails to enter into the contract within ten (10) days after it is presented to him for that purpose or fails to proceed with the performance of the contract.  The BID Bond, draft or check shall be retained by Sublette County until proper bond to secure performance of the contract has been filed and approved.  All the above is to be in accordance with 15-1-113 and 16-6-101 to 121, Wyoming Statutes, 2023.

The right is reserved by Sublette County to reject any and all BIDS, and to waive any irregularity or informality in the BID process.  BIDS may not be withdrawn for thirty days after the date of opening.

TAKE NOTICE that on 2/21/23 an Application for Decree of Summary Distribution relating to the real property of the Decedent, RUTH HELEN EVANS, a/k/a RUTH HELEN LOGAN EVANS, was filed in the District Court of Sublette County, Wyoming Ninth Judicial District.  The Decedent died on 8/22/22 owning an interest in real property located in Sublette County, Wyoming described as:

Lots Six (6), Seven (7) and Eight (8), Block Twenty-Seven (27), Townsite of Marbleton, Sublette County, Wyoming as the same appears on the official map or plat thereof as filed for record in the office of the County Clerk and Ex-Officio Register of Deeds for Sublette County, Wyoming;

TOGETHER WITH all improvements and appurtenances thereunto appertaining.

SUBJECT TO reservations and restrictions contained in the United States patents, to easements and rights-of-way of record or in use, to prior mineral reservations of record and to all other matters of public record
